AN ORDINANCE OF THE CITY OF CHULA VISTA, CALIFORNZA,
ORDERING, CALLING, PROVIDING FOR AND GIVING NOTICE OF
A SPECZAI� ELECTION TO BE HELD IN SAID CITY ON NOVEM-
BER 7 , 1978 FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS OF SAID CITY A PROPOSITION AMENDING
THE CHARTER OF THE CITY OF CHULA VISTA, AND CONSOLI-
DATING SAID ELECTION �9ImH THE STATE-WIDE GENERAL
ELECTION TO BE HELD ON THE SAME DATE
NOW, TAEREFORE, the City Council of �he City of Chula Vista,
Calfornia, DOES ORDAIN as follows :
SECTION I : Pursuant' to the provisions of Section Eight of
Article Eleven of the Constitution of the State of California, and
the Elections Code of the State of California, the City Council of
the City of Chula Vista, being the legislative body thereof, hereby
proposes and submits to the qualified voters of said City at a
special municipal election to be held in said City on November 7 ,
1978, the proposition contained in Exhibit "A" attached hereto and
made a part hereo£ by this reference , to amend the Charter of the
City of Chula Vista. _
SECTION II : The method of voting upon said Charter pro-
visions shall be as provided in the Elections Code of the State of
California, and on the ballots to be used at said special municipal
election, in addition to any other matters required by law, there
sha11 be printed substantially the language contained in Exhibit
"B" attached hereto and made a part hereof. by this reference.
SECTION III : That the special election hereby called for
the date hereinbefore specified shall be and is hereby ordered con-
solidated with the state-wide general election to be held on said
date, and within said City the precincts, polling places and o£fi-
cers of election for the special municipal �election hereby called
shall be the same as those provided for said state-wide general
election. The Board of Supervisors of San Diego County is hereby
requested to order the consolidation of the special municipal
election hereby called with said state-wide general election, and
the Registrar of Voters is hereby authorized to canvass the returns
of said special municipal election, and .said elections shall be
held in all as if there were only one election, and only one form
of ballot, namely the ballots used at said statewide election,
shall be used. Said Registrar of Voters sha11 certify the results
of the canvass of the returns of said special municipal .election
to the City Council of said City which shall thereafter declare
the results thereof.
SECTION IV: That except as otherwise provided in this
ordinance, the election called hereby shall be conducted as pro-
vided by law for other municipal elections in said City.
SECTION V: That the City Clerk shall cause this ordinance
to be published once a week for two consecutive weeks in the Chula '
Vista Star News , a newspaper of general circulation printed and
published in the City of Chula Vista. No other notice of such
election need be given.
SECTION VI : This ordinance shall take effect and be in
force from and after its passage. ,

PROPOSITION
Amend• Article III, Section 313 of the Charter of the City
of Chula Vista to be and to read as follows:
Sec. 313. Ordinances; Publication.
Within 15 days after its passage, the City Clerk shall
cause each ordinance to be published at least once in a
newspaper of general circulation published and circulated
in the city, or if there is none, the clerk shall cause it
to be posted in at least three public places in the city or
published in a newspaper of general circulation printed
and published in the county and circulated in the city.
Ordinances shall not be published in a newspaper if the
charge exceeds the customary rate charged by the newspaper
for publication of private legal notices , but such ordi-
nances shall be posted in the manner and at the time re-
quired by this section. •
The publication or posting of ordinances , as required
may be satisfied by: (1) Publication of the full text, or a
summary thereof prepared by the City Attorney, of a pro-
posed ordinance or proposed amendment to an existing ordi-
nance, and posting of a certified copy of �he full text
thereof in the office of the City Clerk, at least 10 days
prior to the City Council meeting at which the proposed
ordinance or amendment is to be heard, and publication of
the full text, or a summary thereof, of any ordinance or
amendment adopted by the City Council, and posting of a
certified copy of the full text of such adopted ordinance
or amendment in the office of the City Clerk along with
the names of those Council members voting for and against
the ordinance or amendment within 15 days of, adoption; or
(2) A display advertisement of at least one-quarter of a
page in a newspaper of general circulation in the city of
any proposed ordinance or amendment at least 10 days prior
to the City Council meeting at which it is to be heard, . and
of any adopted ordinance or amendment within 15 days after
its adoption, if the City Attorney determines it is not
feasible to prepare a fair and adequate summary of the
, proposed or adopted ordinance or amendment, and if the City
Council so orders. The_ advertisement sha11 indicate the
general nature of, and provide information about, the pro-
posed or adopted ordinance or amendment, including informa-
tion sufficient to enable the public to obtain copies of
the complete text of such proposed ordinance or amendment.
