' - . � � . . . � �c ORDINANCE NO. 1728 AN ORDINANCE OF THE CITY OF CHULA VISTA AMENDING ZONZNG MAP OR MAPS ESTABLISHED BY SECTION 19. 18 . 010 OF THE CHULA VISTA MUNICIPAI, CODE, REZONING 5 . 72 ACRES FROM C-C AND C-C-F TO C-C-P AND C-C-P-F AND • 10. 89 ACRES FROM I-L-F TO I-L-P-F, LOCATED SOUTH OF 30TH STREET, WEST OF EDGEMERE AVENUE, AND CERTIFYING THE NEGATIVE DECLARATION WHEREAS, a notice of the proposed negative declaration on the proposed rezoning of 5 . 72 acres from C-C and C-C-F to C-C-P and C-C-P-F and 10. 89 acres from' I-L-F to I-L-P-F, located south of 30th Street, west of Edgemere Avenue was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that said rezoning would have no possible significant impact on the environment and forwarded the attached Negative Declaration, IS-76-112 , to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said Negative Declaration has been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment, and WHEREAS, the information contained in said negative declar- ation has been considered by the City Council of the City of Chula Vista prior to its action on the discretionary item before the City Council. NOW, THEREFORE, the City Council of the City of Chula Vista finds as follows : 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda statement on this' agenda item and all of the attach- ments thereto. 2 . That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached Negative Declaration that the proposed rezoning will not have any possible significant impact on the envir- onment, and the attached Plegative Declaration, incorporated herein by re£erence as if set forth fully, has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Negative Declaration with the County Clerk of the County of San Diego subsequent to the prepara- tion of a notice of determination on this project. The City Council of the City of Chula Vista does hereby ordain as follows : SECTION I : That the Zoning Map or Maps established by Section 19. 18, 010 of the Chula Vista Municipal Code be hereby amended by adding thereto the following zoning changes: - 1 - I That that certain property consisting of 5 . 72 acres , located south of 30th Street, west of Edgemere Avenue be, and the , same is hereby rezoned from C-C and C-C-F to C-C-P and C-C-P-F, and additional.parcels consisting' of 10 . 89 acres , located south of 30th Street', west of Edgemere Avenue be, and the same are hereby rezoned from I-L-F to I-L-P-F, in accordance with Planning Commis- sion Resolution No. PCZ-77-A, adopted on the 26th day of January, 1977 , pursuant to the provisions set forth in Section 19. 12 , 020 governing the rezoning of property. � SECTION II : That the following -guidelines shall be appli- cable to .the development o£ -said property: 1. Plans for internal circulation and points of ingress � . and egress shall be approved by the Traffic Engineer and the Director of Planning and, where applicable , shall be coordinated with the City of National City. 2._ For each of the parcels subject to this rezoning, an overall development plan for each site under the sarie ownership shall be submitted for review and Planning Department approval prior to issuance of any development permits. Individual owners are strongly urged to undertake cooperative planning � efforts to plan the entire property under consider ation. 3 , Signs for the property shall be coordinated for design and location, generally meeting the requirements for the C-C and I-L zones . A planned signing program . shall be undertaken pursuant to Section 19 . 60 . 490 of � � the Municipal Code. 4 , Architectural themes for different uses shall be � ' coordinated between parcels and with the standards of architectural design, landscaping and siting esta- blished by the shopping center complex to the east on 30th Street. 5 . Required setbacks along 30th Street, Edgemere Avenue and the future freeway shall be subject to special analysis by the Planning Department and approved by the Planning Commission based on considerations such ' - as dif£erences in elevation with respect to the above streets , heights and mass of buildings, sight lines • for traffic and need for landscape� screening, parking and grading consideration. � � SECTION III: That any and all ordinances hereto£ore adopted " by the City 'Council of the City of Chula Vista concerning zoning of said property be, and the same' are hereby rescinded insofar as the provisions' therein conflict with this ordinance.
