Seciion 2. That .the estimated cost of the municipal improvement described in said ballot proposi- tion is the su� of $3 ,000 , 000 . The estimated cost of said municipal improvement includes the following: . (a) legal or other fees incidental to or connected with the authorization, is_suance" and sale of the bonds, and .
