NOW THEREFORE BE IT RESOLVED AS fOLLOk'S: ' 1. From facts presented to the Commission, the Commission firds that public necessity, convenience, general welfare and good zoning practice require the change of zone from R-E (Residential Estates) to R-1-10- (single family residential , one unit per 10,000 square feet) to become effective upon approval of a precise plan for development of the property, for approximately 10 acres located on the east side of Otay Lakes Road, north of Bonita Vista Junior High Schoal. 2. The findings of fact in support of said deterrination are as follows: a. Rezoning the piroperty to R-1-10-P will insure that development of the property will be in the best public interest by providing proper control over the development by the City. b. The subject pruper;y will be developed in a manner that will comply with the intent of the General Plan to reduce the inpact of development on the natural topography of the site. 6ecause of the size of this development, any impact on other elements I of the General Plan will be insignificant. 3 . ;. '. . 3.
