' SECTION Ir. That -_the Zoning :Map.or.�Maps established by �
Section' 33 .401 of tlie' CHula .Vista Cityy Code be,'hereby amended by
adding thereto the following 'prezoning of� property: .
That that' ,certain` .prezoning plan for 'the Sweetwater Valley
as shown on Exhibit "A" , 'attached hereto and incorporated herein by
' reference as if set forth in full be, and the same ,is hereby approved .
" by the City_ Council of the City_ of Chula Vista as recommended by the ,
Planning Commission at their meeting of September 20, 1971, pursuant
to the_ provisions of Section 33 . 1201 of said Code authorizing the �
prezoning of unincorporated territory adjoining the City, and said
zoning shall become effective 'at and upon the date the subject property
shall be annexed to the City of Chula Vista, .provided, however, that
that certain recommendation of the Planning Commission requiring the
delay iri the development of, that certain property located adjacent to
the proposed South Bay Freeway and' designated R-3-P� and C-N until the •
completion bf the interchange, shall be modified to .allo�a for develop-
ment at such" time as adequate access to the property exists 'as
approved .by the Planning Commission. _ . .

s±aif, deveiopea a concept pian ("cxhibit A) to be used as the basis for
prezoning.
In lire �•rit}i th� natural scenic beauty of the Valley, the concept envisions
a lo�n density residential community surroundino a lar,e regional open space
on the Valley floor.
Tfl? concept expands existin_; cevelopment patte�ns and !naincains the basic
character cf tl:e remmunity.
- Reside;:tial densi±ies ��ange frorn 1 to 17 units per gross acre.
- Uiultiple faniily de��e�opn�unt is limited to �onita Road ir. the vicir.it;
of commercial development.
- The area east of Acacia Avenue, and south of Central Avenue, :s prop��sed
as a rurat area ti�ith one d�-:elling unit eer 8 acres or less. This ar.a
is currently undeveloped and distant from urbaii davelopment and services.
Tiie Committee feels tha* this area should no*_ be developed until more

annexation to *.he City of Ciiula �/ista.
The preoosed prezoning plar ([xhibit Q; basically re`lects the existing zoning
pattern in thz St�reetwater Valley. It is the Co�nmittee's opinion that adoption
or tne proposed prezoning plan and the urevicusly mentioned conr.ept plar. ���i7'
establish an adequat� fr3mev;ork to guide iht gi'antino of zone changes in t%�e
Valley untii such time as a ccmmunity plan can be developed.
