PCZ-73-G ' . � � " RESOLUTION HE CITY PLAWNING COPti•1ISSIOP� RECOPfM IG TO THE CITY COUNCI� �AE CHAPl6E OF ZOtJE FOR 3.33 ACRES LOCn�_D AT 789 "E" STREET FR0�1 I TO C-V-P WHERENS, a duly verified application for a change of zone was filed with the Planning DeparUnent by Street Properties, Inc. , owner, on February 13, 1973, Document Wo. PCZ-73-G, and WHEREAS, said application requested that 3.33 acres located at 789 "E" Street be reclassified from I (Industrial ) to C-V-P (Visitor Commercial subject to a Precise Plan), and VIHEREAS, the Planning Cormiission set the time and place for a hearing on said application, and notice of said hearing, together r�ith its purpose, was . given by the publication in a newspaper of general circulation in the City at - least ten days prior to the date of said hearing, and ' WHEREAS, a hearing Y7d5 held at said time and place, namety 7:00 p.m., April 23, June 13 and June 27, 1973, in the Council Chamber, Civic Center, before the Planning Comnission, and said hearing vias thereafter closed. NOW THEREFORE BE IT RESOLVED AS FOLLOIdS: 1. From facts presented to the Comnission, the Comnission finds that � public necessity, conveni?nce, general welfare and good zoning practice require that the moratorium restricting rezoning and development of property v�ithin the , Bayfront Study area be lifted for subject property, and the zone designation be changed from I to C-V-P, with a Precise Plan to be submitted which shall conform • to the following guidelines: a. The Precise Plan shall conform with the design and development criteria recommended by the consultants in the Bayfront Report (Sedway/Cooke). b. The architecture, including materials, colors, signing and design details shall be coordinated for all uses on the site. , c.. Special emphasis shall be placed upon the use of earth tone colors and materia7s, with extensive_ use of wood as a design feature suitable as an entrance into a marine-recreational area. 2. The findings of fact in support of said determination are as follows: . � a. Visitor Commercial zoning is in conformance with the Bayfront Plan submitted by consultant Sedway/Cooke. b. The site is located adjacent to the freeway interchange at a major entrance to the Lity and is well suited for visitor comnercial use. . y � �� � �
