2. The findings of fact in support of said determination are as follows: j
a. The R-3-G-P zoning oiill provide for an area of multiple family units I
• in close proxinity to adjoining single family areas, thereby creating I
a diversification of housing types and allowing a greater variety of 1
income levels to live in this area. ,
b. The proposed development is adequately buffered from adjoining areas `
by a 250 ft. wide gas and electric right of way, a major road, a
comnercial shopping center, and topographical differences.
c. The requirement for the precise plan will insure that adequate off-
street parking and open space will be provided for the density proposed.
d. The proposed change will be in conformance with the General Plan as
amended.
3. The Planning Comnission recortmends to the City Council that said
reclassification be granted. '_
4. That this resolution be transmitted to the City Council .

NNEREAS, a duly verified application for a change of zone rias filed with
the Planning Uepartment by American Housing Guild on tlie 29th day of September, _ �
1972, Document Nunber PCZ-72-P, and �
WHEREAS, said application requested that approximately 4.57 acres on the i
north side of Orange Avenue and east of the proposed extension of hlax Avenue, �
more particularly described in said Document, be reclassified fron R-1 to �
R-3-G-P, and

HHEREAS, an Environmental Impact Report for this project has been adopted �
by the Planning Commission; and
WHEREAS, the Planning Comnission set the time and place for a hearing on � �
said application, and notice of said hearing, togetlier ��ith its purpose, was
given by the publication in a newspaper of general circulation in the City at
least ten days prior to the date of said hearing, and
WHEREAS, a hearing vias held at said time and place, nanely 7:00 p.m.,
October 30, 1972 and January 22, 1973, Council Chamber, Civic Center, 276 Fourth �
Avenue, before the P7anning Commission, and said hearing was thereafter closed,
NOIi THEREFORE BE IT RESOLVED AS FOLLOIJS:
7. From facts presented to the Comnission, the Corimission finds that
public necessity, convenience, general welfare and good zoning practice require ,
the change of zone of approximately 4.57 acres on the north side of Orange Avenue �

and east of the proposed extension of Max Avenue, and appraval of the Precise '
Plan for development subject to the folloviing conditions:
a. A copy of the signed agre�nent between the applicant and the
elementary and high school districts indicating his assistance
� in providing for the necessary school facjlities will be filed
with the City prior to final action by the City Council on the
rezoning of the site.
b. Orange Avenue will be improved on the north side parallel to the ,
site and extending easterly to a point of connection with the
existing Orange Avenue, a total distance of approximately 1 ,000 feet. .
c. Al1 conditions of the Environmental Impact Report shall be complied ;
with prior to the issuance of any permits for grading or construction. �,
