On Tuesday, April 8th,a city council hearin�will be held to approve a proposed parkin�strucnue and loop road on the Sharp Chula
Vista Dfedical Center campus(Sharp). To build the six-stoq�; 718 space parking strucrure; Sharp is requestin�to increase the existing
buildino hei�ht limit from 4> feet to 120 feet. On top of the-six storv parkine structure, will be a 2� foot rower which will remain
illuminated t}vouehout the nieht.
I am a resident of the Bella Sol communiry which encompasses 108 homes in the Sunbo���communiry. The parkins structure and
loop road«�ill be on the southwestern and western borders of Bella Sol. Since both the parl:ine svucrure and road aze on a hill
approximatel}•40 feet above our communin�,they will be visible to most if not all of the homes in the Bella Sol complex.
I am not opposed to Sharp increasing its pazl:iu�and improving��ehicle circulation within their campus. I am concemed that this
project possess several envvo�unental risks to the Bella Sol residences which need to be studied and considered before approving this
project. 7�hese risks have not yet been quantified because[he parking swcture and loop road were made exempt from havin¢an
environmental review. The follo�aine was the rational receive in the Planning Commission Aoenda Statement(PCAS)for the
absence of an environmeotal review:
"The Development Services Director has reviewed the proposed project for compliance with the Califomia Environmencal Qualiry
Act(CEQA)and has determined that the project qualifies for Class 32 cateeorical exemption pursuant to the Seccion 15332 (In-Fill
Development Project)of the state CEQA Guidelines. Thus; no fiuther environmental review is necessary."
Given the parkine structure's hei�ht,close proximiry,2J hour illumination and southw�estern locatioa the environmenral impacts
of shadoµ�ing of homes, inhibitin�the effectiveness of solar panels, car alarm noise, lieht spillaee; and visual obstructions need to
be studied and quantified. �
