RESOLUTION OF THE CITY COUI�'CIL OF THE CITI' OF
CHULA VISTA APPROVING AI`' AGREEMENT WITH THE
COUI�'TY OF SAI�' DIEGO FOR THE I�TEXT GEI�'ERATION
REGIONAL COMI�N�'ICATIOI�'S SYSTEM
11'HEREAS, in 199�, the County of San Dieeo and most of the local eovemments and
aeencies entered into an agreement entitled the "San Diego County — Imperial County Regional
Communications Svstem Agreement Beni�een the County of San Diego and Participating Cities
and Jurisdictions Reoarding the Implementation, Go��emance. n4ethod of Fundine and Costs of a
Reeional Radio S}�stem Providins Communication Services to Public Safen� and Public Service
Aeencies operatine in San Diego Count}� and Imperial Countv' (199� RCS Aareement); and
WHEREAS; the Cih� of Chula Vista has been a member of the Reeional
Communications S}�stem (RCS) since 1996; and
WHEREAS, the RCS has operated for 19 }�ears and has pro��ided first responders ��ith
interoperable communications throuehout San DieQo and Imperial Counties; and
WHEREAS, the RCS has reached the end of its life cycle and must be replaced in order
to compl�� «�ith FCC and the national Association of Public Safet}� Communications Officials
Project 2� communication standazds; and
��'HEREAS; the I�'ext Generation Regional Communications S��stem (1�'ext Gen RCS)
�vill complv with FCC and the national Association of Public Safety Communications Officials
Project 2� standazds; and
WHEREAS, the County of San Diego is the project coordinator for the Next Gen RCS
upErade project; and
WHEREAS, the County of San Diego has developed an operating agreement for member
a�encies to enter into ���hich pro��ides eovernance. identifies a source of funding for the project as
��ell as sets forth the cost sharine a2reement bei�veen the member aeencies: and
WHEREAS; in order to begin the project, the Countv of San Diego is asl:ing member
aeencies that are interested in participating in the Next Gen RCS to approve a ne���agreement bv
March 31 st. 2014: and
�'l'HEREAS, if inember agencies do not respond b�� n4arch 31st, 2014; and still �ti�ant to
participate in the project, there will be sienificant financial penalties for late approval of the
aereement: and

WHEREAS, the City of Chula Vista does not have a reasonable, more cost effective
commercial radio solution N�hich would provide the needed communications capability to the
first responder departments over the next 15 to 20 years.
NOW, THEREFORE; BE IT RESOLVED by the City Council of the City of Chula
Vista, that it approve an agreement with the County of San Diego for the Next Generation
Regional Communications System.
