RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AGREEMENT AMONG THE COUNTY OF
SAN DIEGO, SOUTHWESTERN COMMUNITY COLLEGE
DISTRICT AND CITY OF CHULA VISTA FOR CONSTRUCTION,
MAINTENANCE AND OPERATION OF THE SOUTHWESTERN
COLLEGE BUS STOP IMPROVEMENT PROJECT
WHEREAS, at its meeting on February 20, 1990, Council approved an agreement
among the County of San Diego, Southwestern College and City of Chula Vista for a
Southwestern College Transit Center Feasibility Study which study determined that a transit
center at Southwestern College would be both feasible and warranted to provide more
convenience and accessible public transportation service to the College and to eastern Chula
Vista; and
WHEREAS, the study recommended a facility adjacent to Otay Lakes Road on the
College campus between the Gotham and EImhurst Streets entrances to the campus and the
Southwestern College Board of Directors approved this site in Spring 1992; and
WHEREAS, on May 5, 1992 this site was considered and rejected by Council due to
opposition from area residents and impacts on the landscaping in front of the College; and
WHEREAS, since May 1992 the College, City and County have been working together
to find an alternate mutually agreeable site; and
WHEREAS, the staffs of the three parties have agreed to expand the existing bus stop
area on the College campus that Chula Vista Transit (CVT) has been using for many years
which location and conceptual expansion is shown in Attachment 1 to the proposed
agreement; and
WHEREAS, the College Board approved the conceptual site plan for the project at its
meeting on August 9, 1995; and
WHEREAS, since this proposal essentially is an expansion and enhancement of the
existing bus stop area, all three parties have suggested that this project be referred hereafter
to as the Southwestern College Bus Stop Improvement Project; and
WHEREAS, the estimated cost of the project is $500,000, including contingencies and
the total design and construction cost of this project would be paid for by County of San
Diego Transportation Development Act (TDA) funds.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does
hereby approve the Agreement among the County of San Diego, Southwestern Community
College District and City of Chula Vista for construction, maintenance and operation of the
Southwestern College Bus Stop Improvement Project, a copy of which is on file in the office
of the City Clerk known as Document No. CO95-200.

BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is hereby
authorized and directed to execute said Agreement for and on behalf of the City of Chula
Vista,
