HomeMy WebLinkAboutReso 1995-18030 RESOLUTION NO. 18030 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING BID AND AWARDING CONTRACT FOR THE "INSTALLATION OF CURB AND SIDEWALK IMPROVEMENTS ALONG THE NORTH SIDE OR ORANGE AVENUE BETWEEN THIRD AVENUE AND FOURTH AVENUE, IN THE CITY OF CHULA VISTA, CA. (STL-222) WHEREAS, at 2:00 p.m. on August 2, 1995 in the Public Services Building, the Director of Public Works received the fol!owing ten bids for the "Installation of Curb and Sidewalk Improvements Along the North Side of Orange Avenue between Third Avenue and Fourth Avenue, in the City of Chula Vista, CA (STL-222).": Contractor Bid Amount 1. Basile Construction, Inc. - San Diego $156,449.50 2. Star Paving, Corp. - San Diego 157.627.00 3. Fox Construction, Co. - San Diego 169.545.00 4. Doug Kost Konstruction, Co. - Poway 171.893.10 5. Builders Staff Corp. - Cardiff by the Sea 177303.74 6. Castello, Inc. - San Diego 178390.00 7. L. R. Hubbard Construction, Co. - San Diego 178720.00 8. Carolyn E. Scheidel - Contractor - La Mesa 181707.00 9. Interwest Pacific, Ltd. - San Diego 204180.00 10. Daley Corp. - San Diego 212 075.00 WHEREAS, the low bid by 8asile Construction, Inc. is below the Engineer's estimate of $192,240 by $35,790.50 or 18.6% and is considered by staff to be an excellent bid; and WHEREAS, staff has reviewed the low bidder's qualifications and references, and determined that the contractor has the experience and resources to do the work and recommends that the contract be awarded to Basile Construction, Inc. - San Diego, WHEREAS, the Environmental Review Coordinator has reviewed the work involved in this project and has determined that the project is a Class 1 exemption under Section 15301 of the California Environmental Quality Act (Minor Alterations of Existing Public or Public Structures); and WHEREAS, the sources of funding for this project are Transportation Development Act (TDA) funds and Transportation Partnership Funds (TPF) and contractors bidding this work were not required to pay prevailing wages to persons employed by them for the work under this contract; and Resolution No. 18030 Page 2 WHEREAS, no special minority or women owned business requirements were necessary as part of the bid documents, however, disadvantaged businesses were encouraged to bid through the sending of the Notice to Contractors to various minority trade publications, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA VISTA DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS: Section I. That the City Council concurs in the determination that this project is categorically exempt under Class 1, Section 15301(c) "Minor Alteration of Existing Facilities" of the California Environmental Quality Act, and directs the Environmental Review Coordinator to file, or ratifies the filing of, a notice of exemption for this project. Section 2. That the City Council. does hereby accept the bid of Basile Construction, Inc. as responsive. Section 3. The City Council awards the contract for the installation of curb and sidewalk improvements along the north side of Orange Avenue between Third Avenue and Fourth Avenue in the City of Chula Vista to Basile Construction, Inc. in the amount of $156,449.50, the lowest responsible bidder which submitted a responsive bid to the approved specifications. Section 6. The Mayor of the City of Chula Vista is hereby authorized and directed to execute said contract for and on behalf of the City of Chula Vista.
