RESOLUTION OF THE CITY COUI�'CIL OF THE CITI' OF
CHULA VISTA ADOPTING A I�'E�i' FIRE FACILITY
MASTER PLAI�' R'ITH MODIFICATIONS. UPDATING THE
FIRE DEPARTMEi�'T EMERGEI�'CY MEDICAL AI�'D FIRE
RESPONSE STAI�'DARDS. ESTABLISHING AN EFFECTNE
FIRE FORCE RESPONSE STAI�TDARD AND APPROVII�'G A
POLICY FOR I�40VII`'G TO FULL TIME FOUR PERSON

WHEREAS. the Chula Vista Fire Department is operating from the 1997 Fire Faciliri-
Master Plan: and
WHEREAS, the Chula Vista Fire Department's calls for sen�ice have increased from
8.646 to over 1�.000 in the last 17 ��eazs: and
Vl'HEREAS_ the Citv of Chula Vista population has gro��r significantl�� over the last 17
veazs. and new commercial and residential densin� has increased the full-time and transient
population; and
�'HEREAS; in 1998 the City adopted a GrowKh Manaeement Oversieht Committee
(GMOC) threshold For the Fire Department of a se��en minute response time; 80% of the time;
and
R'HEREAS, the Fire Department has not met the GA40C threshold for the last three
}�ears due to increased calls for service and the cin�'s geoeraphic confieuration: and
N'HEREAS, the Chula Vista Fire Department desires to establish nro neH� service le��el
standards: first unit on-scene within seven minutes. 90% of the time. and an Effective Fire Force
of 14 firefiehters on-scene within ten minutes. 90% of the time for all structure fires: and
WHEREAS, the City hired Emergencv Sen�ices Consultine Incorporated (ESCi) to
develop a new Fire Facilin� Master Plan tal:ine new density and population increases into
consideration: and
WHEREAS; the new Fire Facility Master Plan was developed to deploy resources in an
efficient and fiscall}� responsible manner; and
WHEREAS, Cim staff has recommended adoption of the Fire Facility Master Plan w�ith
modifications.
NOVd. THEREFORE. BE IT RESOLVED bv the Citv Council of the Citv of Chula Vista
that it herebv;

1. Adopt the 2014 Chula Vista Fire Department Fire Facility Master Plan with
modifications (specified herein) requiring three new fire station facilities located
within the Millenia and Otay Ranch Village 8-west developments and at the Bayfront.
Modifications to the Fire Facilit}� Master Plan are as follows:
a. The A4illennia fire station shall be Site A identified in the Fire Facilit�� Master
Plan.
b. Fire Station 9 N�ill continue to operate. After all three proposed new stations are
constructed and operating an analysis will be completed to determine whether or
not operation of this station is still necessary.
2. Establish ri��o new sen�ice levels as follows:
a. Arrival oF the first unit on scene to a fire or medical emergency within seven
minutes, 90% of the time.
b. Amval of the Effective Fire Force, consisting of 14 firefighters on scene within
ten minutes. 90% of the time for all structure fires.
3. Adopt a policy for implementation of full time four person staffing for all engine
companies as follows:
a. Implementation shall occur as funding becomes available on a station by station
basis, with the goal of commencing implementation of the first four person crew
at station 8 upon completion of the Millennia Station. The goal to complete four
person staFfing at all stations is within 15 years.
b. Four person staffing shall be full time, not supplemental or cross-staffing.
4. Staff is further authorized and directed to take further actions as are necessary and
appropriate to implement this resolution, including the development and adoption of
,administrative policies consistent here�vith.
