(2) ACCEPTING THE 2012 GREENHOUSE GAS En4ISS10NS 1NVENTORY REPORT, AND (3) DIRECTII�G THE CITI"S CLIn1ATE CHANGE �1'ORK[NG GROUP TO DEVELOP RECOn4Agi�'DATIO\'S AS OU7LINED It�' THE CLIMATE ACTION PLAN UPDATE ROADMAP FOR FUTURE COUNCIL CONS[DERATION WHEREAS, Chula Visia has been a nationallti�-recognized leader in implementine a Climate Action Plan (CAP) to address the threat of dimate chanse to the local communin�; and VJHEREAS, the CAP includes 18 measures that address climate change concems, «fiile providina numerous communitv co-benefits such as utilin� sa��ines, better air qualitt�; reduced traffic con2estion, local economic de��elopment, and improved quality of life; and V�'HEREAS, the November 2013 implementation report for the CAP outlines the progress for the current 18 measures and identifies tw-o components (out of�7) that remain "on- hold" due to fundina shortases: and V�'HEREAS; to help further assess program proaress, track chanees to emission sources, and euide future policy decisions, staff has completed a ereenhouse eas (GHG) emissions inventon� for Calendar Year 2012: and A�IIEREAS. the 2012 GHG Emissions Inventorv indicates that Chula Vista's annual cit»�ide GHG le��els ha��e increased to 969,706 MT CO,e w�ith expansion of its housine stock and population; and R'HEREAS, it also indicates that communin� per capita levels are approximately 36% below 1990 levels and GHG emissions from municipal sources are 44% low�er than 1990 le��els; and «JHEREAS, in an attempt to continue the Ciq�'s leadership and to take advantaee of new, no-cost GHG anal��sis and trackine tools, staff proposes to formalh� update the Cin�'s CAP o��er the neat }�ear by recom�enin� a stakeholder group (I:noH�n as the Climate Chanee Working Group); and WF-IEREAS; the Clima[e Change VJorking Group ���ill be chaired by a Resource , Consen�ation Commission member and w�ill publicly meet appro�imateh� 12 times o��er the neat year to de��elop recommendations by consensus; and L1'HEREAS, the Climate Chanee �1'orking Group's recommendations will be presented to City Council for revieH�and consideration in late 2014. NOW, THEREFORE, the Cin� Council of the City of Chula Vista does hereby resolve that it: Resolution No. 2014-006 Paee 2 1. Accepts the No��ember ZOli progress report on Climate Action Plan implementation, in the form presented. a copy of which shall be kept on file in the office of the City Clerk; and 2. Accepts the 2012 Greenhouse Gas Emissions Inventory report, in the form presented, a copy of��hich shall be kept on file in the office of the City Clerk; and 3. Directs the City's Climate Change Working Group to develop recommendations, as outlined in the Climate Action Plan Update Roadmap, for future City Council consideration.
