Selected Departments — Part I, prepared b�� NBS resulted in recommended changes to Animal Control fees necessary to ensure the Cih� recovers the estimated reasonable cost of providing Animal Control ser��ices consistent with the Cit��'s Cost Reco<<en� Polic��: and WHEREAS; Chapter 3 of the Master Fee Schedule also establishes penalties for late payment of license fees; and WHEREAS, in order to achie��e equitable cost reco��ery For Animal Convol semices provided and appropriate penalties for late payment of license fees; the Council wishes to amend Chapter 3 of the City's Master Fee Schedule, as set forth in Exhibit 1, attached and incorporated into this resolution bv this reference. as if set forth in full: and WHEREAS; the proposed fees do not exceed the reasonable cost of pro��idine the associated sen�ices: and WHEREAS, Article XIII C of the California Constitution requires a vote of the electorate to increase any levy, charge; or exaction imposed by a local go��emment, unless specifically exempted; and WHEREAS; pursuant to the pro��isions of Article �Ill C, the proposed fees are exempt from the vote requirement; and �VHEREAS, pursuant ro the pro��isions of Article �iIII C, the proposed penalties are esempt from the ��ote requirement; and WHEREAS. the proposed amendments to Chapter 3 of the Master Fee Schedule shall become effective upon adoption of this Resolution b�� the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City ofChula Vista that it does hereb}� amend certain sections of Chapter 3 (Animal Control) of the City's Master Fee Schedule as reflected in Exhibit 1 to this Resolution.
