HomeMy WebLinkAboutReso 1995-18163 RESOLUTION 18163 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CHULA VISTA, THE CITY OF SAN DIEGO, AND THE SAN DIEGO TECHNOLOGY COUNCIL TO WORK COOPERATIVELY TO IMPLEMENT THE ACTIVITIES OF THE SAN DIEGO DEFENSE CONVERSION PROGRAM WHICH INCLUDES THE BORDER ENVIRONMENTAL COMMERCE ALLIANCE (BECA). WHEREAS, effective January 1, 1994, the U.S. Department of Commerce, Economic Development Administration CEDA") awarded the City of San Diego ("San Diego") a $4,779,000 gram to implement the San Diego Defense Conversion Program, Project/Award No. 07-49-02681; and WHEREAS, an objective of the San Diego Defense Conversion Program is to assist in the creation of new jobs in non-defense related industries throughout San Diego County; and WHEREAS, the San Diego Technology Council CSDTC") under the EDA grant agreement with the City of San Diego will be responsible for overseeing several components of the San Diego Defense Conversion Program including the San Diego High Technology Resource Center, the San Diego World Trade Center, the San Diego Technology Incubator, and the San Diego Seed Capital Fund; and WHEREAS, on February 15, 1995, the U.S. Department of Commerce, Economic Development Administration, awarded the City of Chula Vista CChula Vista") a $2,000,000 EDA grant to implement the Border Environmental Commerce Alliance CBECA") component of the San Diego Defense Conversion Program, Project/Award No. 07-49-04062; and WHEREAS, the BECA program is an extension and satellite of the San Diego Defense Conversion Program providing technical and business development assistance to small and medium sized environmental companies including innovative "start-ups," facilitating the transfer of new environmental technologies to existing industry, and providing specialized services in cross border trade development to businesses throughout the San Diego region; and WHEREAS, two key components of BECA are the Border Environmental Technology Resource Center and the Border Environmental Business Cluster; and WHEREAS, it is in the best interest of the EDA, the City of San Diego, the San Diego Technology Council, and the City of Chula Vista to work cooperatively together to avoid duplication, leverage available resources and maximize the program's impact; and WHEREAS, the parties desire to work cooperatively to implement the San Diego Defense Conversion Program including BECA. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA VISTA does hereby find, order, determine, and resolve to authorize the Mayor to execute the Memorandum of Understanding between the City of Chula Vista, the City of San Diego, and the San Diego Technology Council to work cooperatively to implement the activities of the San Diego Defense Conversion Program which includes Resolution 18163 Page 2 the Border Environmental Commerce Alliance. Said MOU to be placed on file in the City Clerk's Office to be known as Document No. CO95-273. q~ruc~ M.
