HomeMy WebLinkAboutReso 2013-264 RESOLUTION NO. 2013-264 RESOLUT[ON OF THE CITY COUI�'CIL OF THE CITY OF CHi1LA VISTA R'AI�jIi�'G THE COb4PETITIVE FORMAL BID REQUIREMENT ?.i\TD APPROVII�'G A CONTRACT FOR PROFESSIOI�'AL SERV[CES FOR THE POLICE DEPARTMENT R'HEREAS. the 2013 Smart Policine Initiative (SPI) grant program; admuustered b}� the United States Department of Justice (DOJ), Office of Justice Proerams, Bureau of Justice Assistance, required applicants to identifi� a reseazch partner «-ith demonstrated expertise in police problem soh�ing in their proposals (prior to fundine decisions); and R'HEREAS, the Chula Vista Police Department selected Deborah Lamm Weisel; Ph.D., as its research partner in its erant application for the project, "Innovative Responses to Reducin� Repeat Domestic Violence.'° The Department recently was awazded a 3-yeaz, $�96,87� grant to address repeat domestic ��iolence, which is before the City Council for acceptance on December 17, 2013 in a sepazate resolution; and l�'HEREAS, Dr. Vl'eisel is an intemational expert in problem-oriented policing, havine conducted numerous national studies on this topic and provided technical assisiance to police agencies throughout the United States on implementing problem-oriented policing over the past 2� 1�eazs. Dr. V✓eisel �ti�as also a foundine member of the Center for Problem-Oriented Policine and is currently a judee for the Herman Goldstein Awazd for Escellence in Problem-Oriented Policin2. She teaches criminal justice topics at North Cazolina Central University and North Cazolina State Universim; has been the lead in more than 20 funded research projects on a variety of crime problems; and has been lead author of more than 30 academic artides on crime problems and solutions; and V1'HEREAS. Dr. Weisel has specific expertise in the area of repeat victimization, ha��ine authored the DOTs problem-oriented policine guide on repeat victimization, and havine field- tested the DOJ's problem-oriented policing euide on domestic violence ���ith the Raleigh Police Department; and VdHEREAS, Dr. Weisel's ezperience; qualifications and contributions to police problem sohina, makes her uniquel�� qualified to provide required reseazch, analysis and evaluation sen�ices in the Police Department's SPI erant to reduce repeat domestic �iolence usine a problem-oriented policing approach; and \�'HEREAS, Dr. Weisel is a "single/sole source ' sen�ice provider pursuant to Chula Vista Municipal Code § 256.070(B)(4); and WHEREAS, the Police Department requests that the Cin� Council �vaive the formal competitive bid procedure and approve the contractual agreement ti�ith Dr. �Veisel to provide research, analysis and evaluation sen�ices in its SPI erant ro reduce repeat domestic violence in Chula Vista. Resolution No. 2013-264 Page 2 NOVd, THEREFORE, BE IT RESOLVED, with the above findings incorporated herein; by the City Council of the Cit}� of Chula Vista, that the formal competitive bid requirement is hereby waived pursuant to Chula Vista Municipal Code § 2.56.070(B)(4) with regard to research, analysis, and evaluation services by Deborah Lamm Weisel, Ph. D. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista that it approves the Agreement between the City of Chula Vista and Deborah Lamm Weisel, Ph.D. to provide research, analysis and evaluation services, in the form presented to the City Council, as may ha��e been modified by the Council prior to its approval, a copy of which is on file in the Office of the City Clerk, and authorizes the Mayor to execute the said Agreement.
