PRESENTATION OF FII`'DII�'GS OF THE SECOI�'D PHASE OF THE POLICE DEPARTMENT OPERATIONS REPORT PREPARED BY MATRIX CONSULTING GROUP AI�TD COUI�'CIL QUESTIOI�'S AND DISCUSSIOI�' OF RELATED ISSUES B. REPORT ON POLICE DEPARTMENT SA'ORN STAFFING. RECRUITING. AND HIRING EFFORTS Richazd Brady; representing Matris Consulting Group, presented the findings of the second phase of the report on the Police Department (CVPD) operations; �+�hich anah�zed the CVPD's support services. Mr. Brady provided findines and recommendations resardine proactive investieations; includine recommendations to modifi� staffin2 in certain areas to allow for better case management and overall efficienc��. In response to questions raised b}� Councilmember Salas, Chief Bejarano stated that there ti�ould be no immediate chan�es in staffing, and that the recommendations from the study H�ould be considered further. Deput}� Ma}�or Bensoussan requested information regarding the transfer of jail o��ersight to a civilian manager. Chief Bejarano responded ���ith additional details of the training required. Paee I �Council Minutes November 13. 2013 In response to questions from Councilmember Ramirez regarding the Net RMS sofrware, Chief Bejarano stated staff planned to have an Infonnation Technology employee working ror the CVPD bv the followine month. Chief Bejarano esplained that a full-time Inforniation Technology employee �vould support IT needs in the CVPD, including computers in police vehicles, new servers, and automated locators. Administrative Sen�ices Manager Che��� presented information on the Matrix staffing study, including the implementation plan, recommendations for reclassifications and staffing changes. He stated that the overal] cost for the full implementation of the Phase II report was appro�imatel}� $1.25 million. In response to questions from Mayor Cos, Administrative Services Manager Chew provided information about grant-funded positions. He stated that grant requirements are frequentl�� narrowly focused and fund front-line police officers and special projects. Lieutenant Sallee provided staffing history from 2002 to current, as well as an overview of the hiring process for police officers. Yadira Solis-Marroquin, representing the Yes We Can community group, spoke in support of hiring additional officers. Chief Bejarano responded to questions about hiring incentives and attracting quality officers to work for Chula Vista.
