ADVEP.TISEAtENT FOR BIDS FOR HIGH69AY CGNSTRUCTION
SEALED PROPOSALS will be received at the office of the City
Engineer, City Hall, City of Chula Vista, California, until 7 o' clock
P.M. on June 19th, 1951, at which time they will be publicly opened
and read, for performing work as follows:
City of Chula Vista, Third Avenue Extension between the inter-
section oi Third Avenue and "D" Street and the intersec�ion of Fourth
Avenue and "C" Street a total of 0.40 miles in length, to be graded
and paved.
No bid will be received unless it is made on a proposal form
furnished by the City Engineer. Each bid must be accompanied by cash,
certified or cashier' s check, or bidders bond made payable to the City
of Chula Vista for an amount equal to ten per cent (lOj,) of the amount
bid, such guaranty to be ior£eited should tge bidder to whom the con-
tract is awarded fail to enter into the contract. No bidder may with-
drarr his bid ior a period of thirty (30) days a£ter the date set for
the opening o£ bids.
In accord with the provisions of 3ection 1770 to 17�1 of the
Labor Code, the City Council has ascertained the general prevailing
rate of iaages applicable to the work to be done as follows:

Foreman: All foreman not herein separately classified shall
be paid not less than � .17� per hour nore than the
journeyman rate for the craft involved.
Apprentices: May be employed in conformity with Section 1777. 5
of the California Labor Code.
It shall be mandatory upon the contractor to whom the conLract is
arrarded and upon any subcontractor to pay not less than the said specified
rates to a11 laborers, workmen and mechanics employed by him in the
execution of the contract.
All bids are to be compared on t he basis of the City Engineer� s
estimate of the quantities of work to be done.
No bid will be accepted from a contractor who has not been licensed
in accordance with the provisions of Chapter 9, Division 3 of Business
and Professions Code.
Plans may be seen and forms of proposals, bonds, contract, and
specifications may be obtained at the office of the City Engineer in the
City Hall.
The special aLtention of prospective bidders is called to the
"Proposal Requirements" annexed to the blank iorm of proposal, for full
directions as to biriding, etc.
The City of Chula Vista reserves the right to reject any or all
bids.
The information for bidders, the specifications, the plans, and all
the other documents comprising the pertinent Contract Documents are now
on file and may be obtained in the Office of the City Sngineer of said
City of Chula Vist2 at the above address , by depositing ten dollars
(�10.00) for each set. This deposit will be refunded if the set of
Contract Documents delivered is returned in good condition within ten
days after the bid opening.

nection ��vith the work, of all rubbisn, excess materials, temporary structures, and

- (e) Interpretation o� Plans and Specifications.--;hould it appear that the work
to be done, or ar�y natter relative thereto, is not siil?icientl� detailed or explained
in tnese speciFicatio^s, plans, and the special pro��isions, the Contractor SRflll apply
to the F.ngine^r for such ^urth=r er.planations as may be neces=ary, an<i shall conform
to sucn explanation or interpretation as part o= tne cor.tract, so far as ;nay oe co��-

The Contractor shall oreserve all stakes and points set ior linns, �raries, or

(b) ,Pingress °aynents.--T'�e City shall, once in each montn, cause an e�timate in
writing to oe made by the City �ngineer of t�e total amount oi work done and the ac-
ceptable �aaterials furnished and delivered by t1e Contracto: on the ground and not
used, to tne time o" such estimate, and the value thereo£. The City o: Chula Vista
shall retain ten percent (10�) of such estimated value oi tne work done and fifty per-
cent (50;5) of tiie value of tne materials so estimated to have Ueen furnished and de-
livered and unused as aFOresaid as part security ior tiie f�lfillment of the contract
by the Contractor, and shall month�y pay to the Contractor� while carrying on the xork,
the balance not retained, as a!'oresaid, after daducting thereirom all previous pa;�m.ie�ts
