CIVIL DFFE!dSE 4I�D DISAST�� 3ESOLUTION
viHSREAS, Ordinance nio. 43z of the City o£ Chula Vista
relating to civil de�ense and disaster provides that the civil
defense and disaster organization, the distribution of civil
defense powers and duties, the assignment of functions and
services and ths recruitment, direction and training of person-
nel shall be prescribed by resolution adopted concurrently tiaith
the adoption of said ordinance now, therefore, be it

AS FOLLO��IS:
S�CiION 1. '!he civil defense and dissster organization
of this City shall be as hereinafter more particularly described
and as shown on the attached chart marked �xhibit "�" and entitled,
"Suggested biodel Local Organization of Civi1 Defense . " Said
�ac'nibit �1, including all information shoi,m thereon, is as much
a part of this resolution as if the materials and information set
forth by said exhibit were all iu11y described herein.
SECTION 2. DIVISIOPI OF OPE3ATING SERVICES. There is here-
by created a division of operating services. ror the purposes
of civil defense planning and organi.zation, the chief of each
operating service within tnis division sha11 be res�onsible to
the director through the assistant director.
l9ithin tnis division, tne:e shall be the followin� civil
deiense and disasier services:
(1) Fire service ;
( 2) Law enforce� nt service, vrhich shall include the plant
Drotection service;
(3) Engineering service, wYiich snall iaclude utility ser-
vice, snelter protection and rescue service;

(4) Health and medical services, wnich shali include
special weapons defense ; and,
( 5 ) nmergency welfare service, cvhich snall include mass
feeding, clothing and snelter.
The director shall appoint a chief of each such service,
except as hereinafter provided. The Chief of the fire depart-
ment of the City of Chula Vista sha11 be chief oi the iire ser-
vice. The Chief of Police of the Ciiy of Cnula Vista shall be
cnief of the law enfor�ement service. The director of public
works of the City of Chula Vista snall be chie; of the engineer-
ing service.
SECTION 3 . DIVISION Or SPFCIAL SE�VIC�S. There is here-
by craated a division of special civil defense and disaster
services. This division shall be under the direction and con-
trol of a deputy director of civil defense, who;shall be appointed
by the director. For the purpose of civil defense and disaster
planning and organization, the deputy direcLOr is responsible to
the director through the assistant director of civil defense and
disaster.
4Vitnin this division there may be the following services ;
(1) P�Iuival aid plans ; �
(2} �vacua�ion service;
(3 ) Transportation service ;
(4) Warden service ;
� 5) Cornmunications service, which shall include civil
air raid warning;
(F5) SuDply service;
( 7) Public aifairs and iniormation service;
($) . Training service ;
(9) Personnel service, which shall include the recruitment
of civilian auxiliaries to nilitary activiLies; and,
(10) General administration service.

The director shall appoint a chief of each such service
w�o s�all be responsible to the deputy director of the division
of soecial services. The director may aopoint the same person
as chief oi tvro or more services.
SEC�'ION 4. L�GAL. ^_he City A�iorney shall serve as the .
legal advisor to the director of civil defense and to tre civil
defense organization.
SECTIOV 5 . �p�'�.ICA�? �r�D CR�SS. !he american 3ed Cross
in tne City oi Chula Vista will, in naiural disaster, furnish
iood, clothing, shel�er, registration and information service,
supolementary medic�l service �rrhen re�uested, and rehabilitation
to individuals and families aiiected by the :disaster.
In war-caused nisaster, the :lmerican Red Cross will furnish
only £ood, clothing and shelter to affected indiviauals and fa�nilies.
The Pmerican Red Cross will provide funds with which to
finance all iis relief operations during natural disas�er. Civil
defense £inancing will be provide� by public or private agencies
other than the ?ed Cross for Red Cross functions in war-caused
disasters.
The director shall be responsible for arranging, through the
chairman of the local Red Cross chaoter, for the Darticipation of
tne Red Cross in civil defense as a part of the mass care service
in case of war-caused disaster, and for the relationship between
ihe Red Cross and �he Civil defense organization in case of natural
disaster.
Sr�CTION 5. DUTIES . The civil defense and disaster duties
o? the deputy direcior and the chiefs o£ operating services and
special services shall be as described in "linited States Civil
De£ense, " National Securi�y Resources Board Docu�aent i2$, dated
September $, 1950, copies of which shall be £iled in the office
of tihe City Clerk for use and examination by the public . Such
duties as described in "United States Civil Deier.se" may be changed

tions of the State Direcior of Civil Defense or subseouent modi-
fications reco�cimended bt= the �'ederal Civil De£ense 9dministrator.
Upon reconmendation of tne civil deiense and disaster council
of the Ci�y of Chula Vista, such duties shall be changed in
accordance witn such recommendations.
