DEPARTMENT OPERATIO\'S REPORT PREPARED BY MATRIX CONSULTING

Richazd Brady, representine Matrix Consulting Group,.presented the fmdings of the second
phase of the report on the Police Department (CVPD) operations, ���hich anal�zed the CVPD's
support services.
Mr. Brady provided findings and recommendations regardine proactive in��esti2ations, including
recommendations to modify staffina in certain azeas to allow for better case management and
overall efficiency.
In response to questions raised b�� Councilmember Salas; Chief Bejazano stated that there Hould
be no immediate changes in staffin�, and that the recommendations from the study would be
considered further.
Deputy A4a}�or Bensoussan requested information regazdine the transfer of jail oversieht to a
civilian manager. Chief Bejazano responded ti�ith additional details of the trainin� required.

In response to questions from Councilmember Ramirez regazding the Net RMS soft��aze, Chief
Bejazano stated staff planned to have an Information Technology employee working for the
CVPD b}� the fo1loN�ing month.
Chief Bejarano explained that a full-time Information Technology employee would support IT
needs in the CVPD, includin� computers in police vehicles, new servers, and automated locators.
Administrative Services Manager Che�� presented information on the Matrix staffing study,
induding the unplementation plan, recommendations for reclassifications and stafFin� changes.
He stated that the overall cost for the full implementation of the Phase II report was
approsimately $1.25 million.
In response to questions from Mayor Cox, Administrative Services Manager Chew provided
information about grant-funded positions. He stated that grant requirements are frequently
narrowly focused and fund front-line police officers and special projects.
Lieutenant Sallee provided stafFing history from 2002 to current, as well as an overvie�� of the
hiring process for police officers.
Yadira Solis-Marroquin, representing the Yes We Can community group, spoke in support of
hiring additional officers.
Chief Bejazano responded to questions about hiring incentives and attracting quality officers to
work for Chula Vista.
ADJOURNMENT
At 6:10 pm., Mayor Cox adjourned the meeting to the next Regulaz City Council Meeting on
November 19, 2013, at 2:00 p.m., in the Council Chambers.
