• HOUSING ADVISORY COMMISSION MEETING
WEDNESDAY, NOVEMBER 28, 2007

1. APPROVAL OF MINUTES
• August 13, 2007
Member Minas made a motion to approve the minutes for August 13, 2007. Member Chavez
seconds the motion. Member Reese abstained. All other members agreed unanimously.
2. BROWN ACT OVERVIEW
• Elisa Cusato, Deputy City Attorney III gave an overview of the Brown Act and how it affects
the HAC members.
• Staff Mills stated to members that they can use the City's address as their mailing address for
HAC business.
3. STAFF REPORTS
Staff Mills provided a brief overview on current projects that the Housing Department is working
on.
Mobile Home Conversion Ordinance - Update has been formally placed on hold.
• Seniors on Broadway (42 units) - Project is completed and move -in should be December 1,
2007.
• The Landings (92 low- income rental units at Otay Ranch Village 11, Windingwalk) - Chelsea
received their state Multifamily Housing Program (MHP) Award with construction expected to
begin in January 2008. Another 115 units coming at a later date for moderate income,
probably for -sale units.
• Los Vecinos (41 rental units on Broadway) - Wakeland was awarded their tax credits for this
project with construction expected to begin in March 2008.

• • Community Development will now be called Redevelopment Agency & Housing Authority
(RAHA) and the website will now be revamped to show that change.
4. MEMBER'S COMMENTS
• Member Reese stated that the Huntington Beach litigation regarding fair market value in the
Mobile Home Ordinance, has been dismissed. The litigation was against the City ordinance
which was already established in 2004 standards. The City Ordinance
• Member Martin Del Campo made a motion to cancel the next scheduled meeting of
December 26, 2007. Member Reese seconds the motion. All other members agreed
unanimously.
• Member Reese commented regarding the City of Chula Vista Leadership Academy which she
attended, she recommended that everyone should attend that it was a great learning process.
5. ORAL COMMUNICATIONS
None.
6. ADJOURNMENT - Meeting was adjourned at 4:45 p.m. To the next meeting of January 23,
2008.
