The definitio� of Technical coe�es in Section 1�.06.01� is herebv amended and shall ;ead

The City Coi:ncil specifically and expressly finds and declares that zdding section
iS.OS.020 end 15.08.030 to Chapter 15.08 is .necessary due to local topographical
conditious. As a resuit of the geo�raphical layout of the City ;he City Council deems it
aestheticzlly,important to shield roof equipment enclosures from public �-iew. Also,
exempiing conversion of existing Crroup R occupancies to offices from Subsec6on 705.]1
of the Califomia Building Code is an important lustorical exemption contained in the Ciry
Code from years past and the City Council deems tivs exemption necessary to preserve
]ocal topographical conditions.
SECTION III EFFECTIVE DATE

known as the Califomia Code of Regulations, Title 24, Part 5, including Appendices A, B, D,
� C-sII, I, and �J and excluding Chapter 1, Division II of that document as copyriehted by the
International Association of Plumbing and Mechanicat Officials and the California Building
Standazds Commission. Said document is hereby adopted as the Plumbing Code of the City of
Chula Vista for regulating the complete installation, maintenance and repair of plumbing,
drainage systems, water systems, gas systems, and private sewage disposal systems on all
properties and w�ithin all buildings and structures in the City. Chapter 1�.06 CVMC shall serve as
the administrative, organizational and enforcement rules and regulations for this chapter.
15.28.015 Solar VVater Heater Pre-Plumbing.
All new residential uniu shall include plumbing specifically designed to allow the later
installation of a system which utilizes solaz energy as the primary means of heating domestic
potable water. I�'o building peanit shall be issued unless the requirements of this section and the
Chula Vista Solar Water Heater Pre-Plumbing lnstallaUOn Requirements aze incorpo�ated into
the approved building plans.
T7ie provisions of this chapter can be modified or waived when it can be satisfactorily
demonstrated to the building official that the requirements of this section aze impractical due to
� shading,building orientation, construction constraints or configuration of the parcel.

The City Couacil of the City of Chula Vista specifically and expressly finds and declares 4hat
a�duzg section 1�.28.015 to Chapter 1�.28 is necessary due to local climatic condirions. As a
result of hieh sumcner ambient temnerarures and periods of heat �vaves; average load deciand
and peak load demand oF euer�� used in Chula Vista is an important factor concecning public
safe#y and adverse economic unpacts of power outages or pov�>er reductions. Facilitating the
in�rallation of solaz water �eaiuzg systems will have local and regional benefiis in the reduction
oi total and peak enerQy use and �reenhouse ga� emissions.
The City Council specifically and expressfy fine�s and declazes that add;ng sectio� 15.25.020 to
Chapter 1�23 is necessary due to 1oca1 climatic conditions. As a result of prolon�ed drou�hts
exaceroaied bq clinate change, it is anticipated tbat water supplies. from Lmported sources are
reduced; and furthermore, as a resu?t of popularion and economic grow�]i; demand for w2ter is
expected to increase. These impacts could lunit imported H2ter availability, lead to hi�her
demand for local water sources and increase utiliry costs. Reqniring single-source era}�vaEer
sub-out in new'residential developmeni faciliiates the use of gray��ater for urigation «�hich ia
tum helps address these Hrate.-related climzte et�ange impacts.
