Since the events of September 1 l, 2001; the interception of terrorists and their ���eapons
attempting entry across the nation's borders has become the priorin= mission of the U.S.
Department of Homeland Security. Grant funding via "Operation Stoneeardea' has been
a�varded to the San Dieeo Countv reeion to facilitare reeional pannerships and enhance
border enforcement capabilities. In coordination ��ith the U.S. Custoins and Border
Protection (CBP) and grant administration by the Countv of San Diego; the Police
Department has been allocated an additional S19�,000 for its Operation Stonesarden
20ll fundine. This funding will support the purchase of three ��ehides to be used for
enforcement purposes. The Department is also requesting to transfer 5�6;000 from the
supplies and services cateeor}� to the capital cateeor�- for the purchase of a ��ehicle used
during Operation Stonegarden operations.

This proposed acti��itv has been re��ie�ved for compliance �vith the Califomia
Em�ironmental Qualitv Act (CEQA) and it has been determined that the activiri� is not a
"Projecr' as defined under Section 1�378 of the State CEQA Guidelines because it ���ill
not result in a ph}�sical chanee in the en�•ironment; therefore; pursuant to Section
1�060(c)(3) of the State CEQ.4 Guidelines; the activity is not subject to CEQA. Thus, no
en�ironmental revie��� is necessan�.

DISCUSSION
The mission of Operation Stonegarden is to raise border security by increasing la�v
enforcement presence along the border, intelligence/information sharing and
communication. Participating agencies in this regional effort include the U.S. Customs
and Border Protection (CBP), Immieration and Customs Enforcement (ICE), San Diego
County SherifPs Departinent, California Department of Motor Vehicles, California
Highway Patrol, Califomia Fish and Game, San Diego County Probation Department and
San Diego Harbor Police.
The Chula Vista Police Department is in the unique position of being geographically
located in close pro�imity to the border (� miles) with three main north/south arteries
traversing the city. As a result, multiple local and federal agencies frequently ask the
Department for assistance and interdiction of both north and south bound traffic im�ol�-ed
in border-related crimes. The Police Department will continue to participate in re2ional
efforts of border enforcement on an overtime basis. The Department was funded over
$3.7 million in prior Stonegarden a�vards, and additional funding of $195;000 will
continue those regional efforts. The Police Departme�t �vill use the additional funding to
purchase three vehicles used during enforcement operations.
The Police Department also received approval to amend its 2012 Operation Stonegazden
budget for the purchase of one vehicle. The Depariment is requesting to transfer $56,000
from the supplies and services category to the capital category in the Police Grant Fund
for the purchase of a vehicle used during Operation Stonegarden operations. In total,
there ��-ill be four ��ehicles purchased from Stonegarden funding.
DECISION A'IAKER CONFLICT
Staff has revie�i-ed the decision contemplated by this action and has determined that it is
not site specific and consequentlp the 500-foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision. Staff is not
independently aware, nor has staff been informed by any City Councilmember, of any
other fact that may constitute a basis for a decision maker conflict of interest in this
matter.
LINK TO STRATEGIC GOALS
The Citys Strategic Plan has fi��e major goals: Operational Excellence, Economic
Vitality; Healthv Communit}�, Strong and Secure Neighborhoods and a Connected
Community. The appropriation of grant funds supports the goal of Strong and Secure
1\reighborhoods by ensuring Peace Officers ha��e up-to-date and operational equipment in
order to respond to calls-for-service.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution �vill result in a one-time appropriation of $19�,000 to the
capital category and the transfer of $56;000 from supplies and services to the capital

cateQorv of the Police Grant Fund. The fundine from the U.S. Department of Homeland
Security ���ill completely offset these costs; resultine in no net fiscal impact to the General
Fund.

WHEREAS, since the events of September 11, 2001, the interception of terrorists and
their weapons attempting entry across the nation's borders has become the priority mission of the
U.S. Department of Homeland Security; and
WHEREAS, erant funding via `Operation Stonegarden" has been a�varded by the U.S.
Department of Homeland Security to the San Diego County region to facilitate regional
partnerships and enhance border enforcement capabilities; and
WHEREAS, the Police Department has been allocated an additional $195,000 to
purchase three vehicles to be used for Operation Stonegarden enforcement operations; and
WHEREAS, the Police Department received approval to amend its current Operation
Stonegarden budget by $56,000 for the purchase of one vehicle; and
WHEREAS, the grant funds provided by the U.S Department of Homeland Security will
completely offset the total costs of Operation Stonegarden.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby accept $195,000 from the U.S. Department of Homeland Security, transfer $56;000
from supplies and services to capital, and appropriate $195,000 to the capital category of the
Police Grar�t Fund for Operation Stonegarden.
