APPLICATIOI�T FOR DESIGI�'ATIOI�' OF A CHULA VISTA
PROA4ISE ZONE FROM THE U.S. DEPARTMENT OF
HOUSII�'G AI�'D URBAN DEVELOPMENT AI�'D. IF
SELECTED. TO AUTHORIZE THE DIRECTOR OF
DEVELOPMEI�'T SERVICES OR HIS DESIGI��EE TO
ElECUTE ANY 1�TECESSARY OR REQUIRED DOCUMENTS
TO SECURE SAID DESIGNATIOI�'
�1'HEREAS_ the U.S Department of Housine and Urban Development (`HUD") has
im�ited the Cit}� of Chula Vista ("Cin�`) to apply for a Promise Zone designation; and
WHEREAS, the five priman� goals of a designated Promise Zones aze creating jobs,
increasing economic activitv, improving educational opportunities, reducino violent crime, and
leveraeine pri��ate in��estment; and y
WHEREAS, the Cit}� desires to apply to be designated as a Promise Zone and submit the
application released b}� HUD; and
WHEREAS; the City's 2013-2020 Housing Element; 2010-201� Consolidated Plan,
Urban Core Specific Plan, Palomar Gate«�ay Specific Plan, and General Pian; al] indude
elements of the Cit}�'s commitment in creating job opportunities, increasing economic activin-;
increasine educational opportunities, reducing serious and ��iolent crime, and leveraeing private
resources within Chula Vista includina the areas within the Promise Zone; and
\'�'HEREAS, HUD and representatives from several par[icipatins federal asencies:
includine the Department of Education. the Depanment of Justice. the Department of Healih and
Human Sen�ices: and the Department of Aericulture will be re��iew�ns the applications for
Promise Zone desienation: and �
WHEREAS, if approved, the desienation �+�ill pro��ide potential tax incenti��es for hirine
and investing in Promise Zones (subject to Coneressional action), specialized technical
assistance from federal aeencies, additional pro��en tools includine Choice Neiehborhood,
Promise Neighborhoods, and B}�rne Criminal Justice Inno��ation arants, and preference points
and access to other federal erant programs.
NO�'. THEREFORE. BE IT RESOLVED bv the Cit�� Council of the Citv of Chula Vista
that the De��elopment Sen�ices Director or his desienee is herebv authorized and directed to
appl�� for and submit to the Department of Housing and Urban De��elopment (HUD) an
Application Package released I�'ovember 2013.

BE IT FURTHER RESOLVED by the City Council of the Cit}� of Chula Vista; that if the
application is approved. the Director of Development Services or his designee is hereby
authorized and directed to enter into, execute, and deliver any and all other documents required
or deemed necessary or appropriate to secure the Promise Zone designation from HUD, and all
amendments (collecti��el}�, the "Promise Zone Designation Documents") for the complete
performance of the program.
