On October 16; 2013; the Director of Public \'�rorks recei�ed three (3) sealed bids for the "Sewer
Rehabilitation Program, FY 11/12 at various locations in the Citv of Chula Vista (S��'271)"
project. The project will replace or reline esistine broken se��er mains and laterals; repair
cracked se�;�er lines and lateral connections; replace and/or line se«-er manholes; and repiace
asphalt concrete par•ement at various locations throuehout the City of Chula Vista.
ENVIRO\'D7ENTAL REVIE«'
The De��elopment Sen�ices Director has reviewed the proposed project for compliance �eith the
Califomia Em�ironmental Quality Act (CEQA) and has determined that the project qualifies for a
Class 1 (b) categorical exemption pursuant to Section 1�301 [Existin� Facilities] of the State
CEQ.A Guidelines because the proposed scope of���ork consists of replacement and/or repair of
esistin2 se���er infrastructure resultine in no increase in waste��ater capacit��. Thus; no further
environmental revie��� is required.

Not applicable.
DISCUSSION
Based on the results of compiled data inspections, including those performed «�ith a closed
circuit television camera; a number of access areas and sewer pathways have been identified b}�
the Public Works Department as requiring replacement and/or rehabilitation. Certain sections of
pipe are cracked and need to be replaced, repaired or relined to prevent ground��ater infiltration
or leaching of ra��� se���age into the ground. The general scope of the project involves the
replacement of existing broken se«�er mains and laterals, the installation of pipe liner to repair
cracked se���er lines and lateral connections; the replacement of and/or the lining of se�i�er
manholes; trenching, and asphalt concrete pavement.
The project w�ill include all labor, material, equipment, tools, transportation, mobilization,
control of se�yage flows, traffic control, removal and disposal of existing improvements;
protection and restoration of e�isting improvements, and other miscellaneous work necessary for
the project. The locations and types of work to be done are detailed in Plats 1 through 18
(Attachment 1).
The method used for the rehabilitation of the City's se��er mains and laterals employs an industry
standard practice known as cure in place pipe (CIPP). This mode of rehabilitation utilizes a
specialt}� liner designed to seal connections by lining pipes that are less than 24 inches in
diameter. The specially designed liner is a fiberglass laminate completely impregnated �i�ith a
curing resin. This liner is installed by inflating and pushing the liner into the sewer main. Once
inside, a 2 to 3 inch brim is formed and adhered to the inside of the host se�yer pipe providing a
ti�atertight seal. This procedure restores the integrity of the sewer mains and prevents the
infiltration of ground «�ater and/or ex-filtration of raw sewage water from leaking outside of the
pipe. Once the liner is cured, the sewer lateral openings leave identifiable indentions which are
cut open by remote robots. The rehabilitation of sewer mains ���ill also prevent roots from
penetrating the sewer main. Root infiltration of se�ver mains has the potential of causing more
damage to the pipe, as �vell as causing stoppage of flow.
��hile the CIPP is l:nown for being a trenchless method of rehabilitation, diggine into the
pavement within certain azeas of the CitY cannot be entirely avoided. It may become necessar}
for the Contractor to open the street and trench do���n to perform repairs to a certain se�i�er main.
Under this contract. the Contractor will be allowed to perform work at night to reduce traffic
congestions �vithin business areas of City during the day. Night work ���ithin residential
neighborhoods ���ill not be allowed.
On September 27, 2013, Public Work staff advertised the annual "Sewer Rehabilitation Program,
FY 11/12 @ Various Locations in the City of Chula Vista (SW271)" project The apparent lo�v
bidders �vere contingent upon a grand total base bid of all locations shown on plats 1 to 18
(Attachment 1). The bids from the three (3) Contractors are as follows:

The lo��� bid submitted b}� Blue Pacific Engineering R Construction is belo�v the Eneineers
estimate of $�88;170 b�� $177,820, or approximately 30%. Staff has verified the references
provided by the Contractor and determined them to be satisfactory. Staff reriewed the low bid
and determined that the bid packaee is complete, with no errors or omissions. Therefore; staff
recommends awardine the convact to Blue Pacific Eneineerine & Construction, in the amount of
�410,3�0. Blue Pacific Eneineerine R Construction is a licensed General Eneineerine
Contractor under the License I�'o. 5244». Their license status is current and active per the
Department of Consumer Affairs Contractor State License Board.
The proposed resolution �vould also authorize the Director of Public \i%orks to approve chanee
orders over and abo��e existine polic�� limits. Under City Council Polic}• \TO. �74-01; if an
individual chanee order causes the cumulative increase in chanee orders to e�:ceed the Directors
authorin� (`Maximum Ageregate Increase in Change Orders-�), then City Council approval is
required. The corresponding ma�imum agereeate contract increase that may be appro��ed by the
Director of Public \Vorks under Polic} No. �74-01 is �31,72�. Appro��al of the resolution
would increase the Director of Public ���orks' authorin to appro�e change orders; as necessan�,
up to the contingenc} amount of �60;000, an increase of �28;27�; over Policy \io. �7�-01.
Increasine the continaency funds «ill allow staff to continue the project ��ithout dela�� should
unforeseen circumstances resultine in increased project costs arise durine the course of
construction; as ���ell as mal:e adjustments to bid item quantities. Unforeseen conditions include
such items as utilit}� conflicts; hazardous materials; unespected undereround conflicts; etc. If the
contingency funds are not used; then the}� �vill be returned to the project fund balance.

Sufficient Se���er Facility Replacement funds were pre�iouslv appropriated as part of the FI'
2011/2012 Capital Improvement Proeram (CIP) budget for se�ver rehabilitation projects. The
Contractor that is a���azded the contract and its subcontractors are not required to pa}� prevailine
���aees to persons employed by them for ���ork under this Contract in accordance «'ith
Section 2.�8.070 of the Chula Vista Municipal Code regulatine payment of prevailing waees for

DECISION 17AKER CONFLICT
Staff has revie���ed the property hoidines of the City Council and has found no propert}� holdings
within �00 feet of the boundaries of the propem� «�hich is the subject of this action. Staff is not
independently aware; nor has staff been informed by any Ciq� Council member, of any other fact
that mav constitute a basis for a decision maker conflict of interest in this matter.

CURRENT YEAR FISCAL IMPACT
Funding for this SW271 project will be all Sewer Facility Replacement funds. A breakdo«n of
the project costs is as follows:

WHEREAS, in order to approve change orders as necessary, staff is requesting City
Council waive Council Policy No. �74-01.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does award the contract for the "Sewer Rehabilitation Program, FY 11/12 at various
locations in the City of Chula Vista (SW271)" project to Blue Pacific Engineering &
Construction, in the amount of$410,3�0.00.
BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista does
hereby �vaive Council Policy �74-01 and authorize the eapenditure of all available contingency
funds in an amount not to esceed $60,000.
