ENVIRONIIENTAL REVIE�i' This proposed activity has been reviewed for compliance with the Califomia Environmental Qualit}�Act (CEQA). Staffhas deternuned that the activity is not a "ProjecY' as defined under Section 1�378 of the State CEQA Guidelines because it will not result in a physical change in the environment. Therefore, pursuant to Section 1�060(c)(3) ofthe State CEQA Guidelines, the activity is not subject to the CEQA, and no environmental revie��� is necessary. REC0�7A7E\�DATION Council adopt the resolution BOARDS/C0�1�1ISSION REC0�117E\'DATION I�iot applicable. 10-1 NOVEMBER ]9, 2013 Item /O Page 2 of 3 DISCUSSION In 2012, the Police Department contracted with Matrix Consulting Group (Matrix) to provide a comprehensive Police Department Patrol Staffing Study and Management and Organizational review. Phase I of the study focused on staffmg in the Community Patro] (Patrol) division. In the study, Matrix made several operational recommendations in an attempt to increase the amount ofproactive time available to Peace Officers in Patrol. With a goal ofreaching a ratio ofproactive patrol time to total available patrol time of 40%, the Police Departinent began implementing several recommendations that Matrix had put forti�ard. The study revealed that the actual proactive patrol time ratio was only at 22%. One of the recommendations was to add five Community Sen�ice Officers which would result in an increase of 5% to the proactive patrol time ratio. The Police Department ultimately was able to add three Community Service Officers during 2012 and 2013. The Department recommends adding the two remaining Community Service Officers to fmalize Matrix recommendation. Community Service Officers provide support to the Community Patrol division by responding to low priority calls for service, assisting swom personnel in crime investigation and reporting, collecting evidence, assisting with traffic control and investigation of minor collisions, and other duties as assigned. The criminal im�estigations conducted by Community Service Officers are often theft-related reports that do not require sworn officer inten�ention, freeing up time for Peace Officers to be proactive (the three CSOs in patrol averaged 2l5 reports each in the first quarter of FY 2014). DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 19704.2(a)(1) is not applicable to this decision. Staff is not independently aware, nor has staff been informed by any City Councilmember, of any fact that may constitute a basis for a decision maker conflict of interest in this matter. LINK TO STRATEGIC GOALS The City's Strategic Plan has five inajor goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. The addition oftwo Community Ser��ice Officers supports the goal of Strong and Secure Neighborhoods by positively impacting Peace Officers proactive patrol time. 10-2 NOVEMBER 19, 2013 Item /� Paee 3 of 3 CURRENT PEAR FISCAL IMPACT The wst of two Community Service Officers for fiscal yeaz 201� is approxunately S66,�62 assumine a start date of January 1, 2014. The Police Department has sisnificant salarv savings ���hich �;�ill be utilized ro fund these t�ro positions in fiscal yeaz 2014. Appropriations for fiscal yeaz 2015 will be added durine the fiscal year 2015 budget process. ONGOIIVG FISCAL I14PACT The ongoing fiscal impact of adding n��o Community Service Officers is �133,873. These wsts will be incorporated into the fiscal year 201� baseline budget. As previously reported, the General Fund continues to reflect a deficit durine the forecast period coverine fisca] yeazs 2015 to 2018. The forecast indicates that the City should proceed �+�ith caution in assuming new oneoin� expenditures as the City`s economic condition remains fraeile. As reported in the First Quarter Financial report, discretionary revenues are improvine at a rate that is better than anticipated; which will help in lowering the projectedydeficit in the comine fiscal year. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVII�'G THE ADDITION OF TWO COMMiINITY SERVICE OFFICERS TO THE AUTHORIZED POSITION COUNT FOR THE POLICE DEPARTMENT WHEREAS, Phase I of the Police Department Patrol Staffing Study and Management and Organizational Revie�v recommended that the Chula Vista Police Department add a total of five Community Sen�ice Officers to the Community Patrol division; and WHEREAS, the Police Department has been able to add three Community Service Officers to department staffing in 2012 and 2013: and WHEREAS, Community Service Officers provide valuable support services to the Peace Officers in Community Patrol by responding to lo�v priority calls for service, assisting sworn personnel in crime investigation and reporting, collecting evidence, assisting with traffic control and in��estigation of minor collisions which thereby frees up Peace Officer availability for proactive patrol; and WHEREAS, the Police Department is seeking to attain an increase in the amount of proactive patrol time available to Peace Officers which will improve service to the community, reduce response times and allow proactive policing efforts to solve crime and disorder issues. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista; that it approves adding two Community Service Officers to the authorized position count for the Police Department.
