•Proposed amendments to the 2008 LOA between the City of Chula Vista and Otay Land Company to allow separate processing of the GP/GDP Amendments from the SPAs and TMs •Proposed amendments to the General Plan (GPA-09- 01) and Otay Ranch General Development Plan (PCM- 09-11) to implement the terms of the 2008 Land Offer Agreement between the City of Chula Vista and Otay Land Company •Consideration of a Supplemental Environmental Impact Report (SEIR-09-01) PROJECT PROJECT LOCATION LOCATION Tonight’s Presentation •Background •Amendment to the 2008 Land Offer Agreement •Baseline for Review •Proposed Amendments to the General Plan and the Otay Ranch General Development Plan •Supplemental Environmental Impact Report •Recommendations Background •Vision to establish a University in Eastern Chula Vista dates back to the 1990’s •Land designated for University, but not in City’s ownership •Received 90 acres of “Lakes Property” from Eastlake in early 2000’s •Received 140 acres of the main Univesity site from Brookfield Shea in 2001 •LOAs entered into with OLC and JPB to provide additional 150 acres in 2008 Amendment to the 2008 LOA •2008 LOA envisioned approval of: –General Plan Amendments –General Development Plan Amendments –Village 8 West SPA/TM/EIR –Village 9 SPA/TM/EIR •Allows for the separation of the GP/GDP entitlements from the SPAs and TMs. •SPA/TM/EIR entitlements to follow in Summer Background (con’t) •Pursuant to OLCs LOA: –City receives 50 acres of University Land, 160 acres of mitigation land and $2 million –OLC receives expedited processing on entitlements for up to 6,050 units and 1.8 million square feet of non-residential Baseline for Review •2005 General Plan Update deferred action on land use designations for the project area •Certified Program EIR for GPU analyzed the entire GPU including all but 880 units and 550K square feet of non residential (commercial and office) proposed in this application EXISTING GENERAL PLAN LAND USE DIAGRAM Proposed Amendments to GP and GDP •Reconfigure Village boundaries based on ownership –Village 8 reconfigured to include portions of Villages 4 and 7 under OLCs ownership –Separate Village 8 into Village 8 West (OLC) and Village 8 East (JPB) –Village 9 reconfigured to include a portion of the EUC under OLCs ownership PROJECT AREA PROJECT AREA Proposed Amendments to GP and GDP •Amend the General Plan and Otay Ranch GDP for Village 8 West –Change land use designations from Town Center (TC), Park (P) and Residential Low-Medium (RLM) to Town Center (TC), Park (P), Residential Medium (RM) and Residential High (RH) –This would add 494 units and allow up to 300K square feet of non-residential (commercial and office) –This proposal is supported by a large number of GP and GDP objectives, Ranch GDP for Village 9 –Land Uses to become denser within the EUC and Mixed Use Residential (MUR) to accommodate housing and service needs of adjacent University –This would add 386 units and allow up to 1.5M square feet of non-residential (commercial and office) –This proposal is supported by a large number of GP and GDP objectives, goals and policies EXISTING GENERAL PLANPROPOSED GENERAL PLAN acres) and relocate the RTP to the University site –Redesignate approximately 40 acres from University to Mixed Use Residential (MUR) –Redesignate approximately 68 acres from Residential to University Proposed Amendments to GP and GDP •Amendments to the Circulation Plan –East –Elimination of the La Media Crossing over the Otay River Valley –Reclassify a portion of La Media Road from Village 8 West to the Active Recreation area as an “other road” –Change the name of Rock Mountain Road to Main Street from the point of existing Heritage Road easterly to Eastlake Parkway –Reclassify Main Street, easterly of SR125, from a Town Center Arterial to Six Lane Gateway Proposed Amendments to GP and GDP •Amendments to the Circulation Plan –East (Cont’d) –Reclassify La Media/Main Street Couplet from 6- lane Town Center Arterial (TCA) to a 4-lane TCA –Reclassify and realign La Media Road from the TCAs at La Media Road and Main Street southeasterly to SR125 as a 4-Lane Major –Clarify that the mid-arterial SR125 bridge between Villages 8 East and 9 is “pedestrian only” –Provide that an Urban Level of Service (LOS D) is acceptable for Town Center Arterials Proposed Amendments to GP and GDP •Clean-up Revisions to Otay Ranch GDP –Clean up revisions to the GDP to address administrative updates to mapping, text and tables to bring the document up to date as specified in Enclosure 2 of the Staff Report Supplemental EIR The subject EIR provides a supplement to the Program EIR (EIR-05-01) originally certified by the City of Chula Vista in December of 2005, as part of the 2005 General Plan Update (GPU) and Otay Ranch General Development Plan Amendment (GDPA). Public Review & Comment Period: •June 8, 2012 to July 24, 2012 •Seven Comment Letters Received •State Office of Planning and Research (OPR) •Native American Heritage Commission •Department of Toxic Substances Control •County of San Diego •City of San Diego •SANDAG •San Diego Gas and Electric Less than significant/self mitigated impacts were identified in the following environmental issue areas: •Public Facilities and Services •Public Utilities (excluding long term water supply) •Housing (with the exception of growth inducement) •Global Climate Change Significant unmitigated impacts were identified in the following environmental issue areas: •Land Use •Landform Alteration/Aesthetics •Energy •Traffic (City of San Diego only) •Air Quality •Noise •Water Supply CEQA Findings CEQA Findings Have Been Prepared for the Project Staff Recommendation •Adopt a Resolution approving the First Amendment to the LOA for conveyance of 210 acres to the City and authorizing the Mayor to execute said agreement and accept the offers of dedication if such land becomes available pursuant to the terms of the First Amendment to the LOA. •Adopt a Resolution certifying the Final Supplemental Environmental Impact Report (SEIR 09-01) for amendments to the GP/GDP; making certain Findings of Fact; and adopting a Mitigation Monitoring and Reporting Program pursuant to CEQA Staff Recommendation •Adopt a Resolution approving the General Plan (GPA- 09-01) and the General Development Plan Amendments (PCM-09-11)
