2009 –Internal EMS Committee directed to develop ALS

Plan. Committee members made up of existing department
Paramedics.
•Fire Chief charged the committee to develop a
comprehensive plan to move the service delivery from
Basic Life Support to First Responder Advanced Life
Support, to include training, materials, capital, and
personnel costs.

2011 –The Exclusive Operating Area (EOA) agreement

with AMR was extended, Sept. 2011
•A new agreement with AMR was negotiated that extended
the current agreement for three years and included several
cost recoverable items. This set the stage for this
amendment to include First Responder ALS.

2012 –An agreement was made between the City and

Responder Advanced Life Support program. September

This agreement provided for the negotiated issues involving

the ALS program including personnel costs, training, and
working conditions.

2010-2013 –Providing a cadre of trained Paramedics
‣
for the program.
1 FF/Paramedic hired in 2010 and 9 recently in 2013.
‣
Along with 15 Paramedics that already work for
department hired throughout the past decade. This
group of 18 Firefighters, 4 Engineers, and 3 Captains
will allow us to start implementation with 5 Engine
companies providing ALS service.
FIRST RESPONDER ADVANCED LIFE SUPPORT
AMENDING AGREEMENT WITH AMR
•This program is referred to as First Responder Advance Life
Support, or “FRALS.” This item presents for City Council
consideration an amended agreement with AMR that would
implement the FRALS program starting July, 2013.
•This amended agreement, among other things, would provide a
quarterly reimbursement payment to the City for a portion of its
FRALS services costs, and allow an increase in AMR’s maximum
allowed rates to cover such costs. This Council action also
appropriates funds for the program start up costs.
