CHlJLA VISTA FOR IMPLEMENTATION OF AI�'
EMERGENCY SOLUTIONS GRANT (ESG) RE\'TAL
ASSISTANCE PROGRAM AND FURTHER AUTHORIZING
THE CITY MANAGER OR HIS DESIGI�'EE. INCLUDING THE
PURCHASING AGENT. TO EXECUTE THREE ONE-1'EAR
OPTIONS TO EXTEI�'D THE AGREEA4ENT BASED ON
AVAILABILITY OF ESG ENTITLEMENT FUI�iDS FROn4 THE
U.S. DEPARTMENT OF HOUSING AND URBAI`'
DEVELOPMENT
A'HEREAS, as a Department of Housing and Urban Development (HUD) entitlement
communin�, the City of Chula Visia receives grant funds under the Emergenc}� Solutions Grant
(ESG); and
WI-IEREAS. pursuant to Council Resolution Numbers 2011-072, 2012-T and 20li-077
respectively, Cin� Council approved the HUD Annual Action Plans „�hich includes fundine for a
"Rental Assistance Proeram" usine ESG fundina: and �

�l'HEREAS, HUD approved the City`s Fiscal Yeazs 2011/2012, 2012/2013 and
2013/2014 Annual Action Plans that included fundine for a Homeless Prevention and Rapid Re-
Housine: and
WHEREAS, the Cit}� «�ill allocate $147;�19 ESG funds for a Rental Assistance
Proeram to assist homeless families and indi��iduals: and
WHERAS, Cit�� staff through a Request for Proposals selected South Bay Community
Services to implement a Rental Assistance Program; and
WI-IEREAS. the Citv desires to enter into an Aereement. �vhich is on file ���ith the Cit��
Clerk's Office. �vith South Ba�� Community Sen�ices to implement the Rental Assistance
Program; and
N'HEREAS, in the event that HUD withdra���s the Cit}�'s ESG funding, the City is not be
oblieated to compensate South Bay Communit}� Sen�ices for program e�penditures.

NOW. THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
that it authorize the City Manager or his designee to e�ecute an Agreement between the Cit}� of
Chula Vista and South Bay Community Services, a copy of which is on file with the City Clerk's
Office, for the implementation of an Emergency Solutions Grant Rental Assistance Program and
further authorize the City Manager or his designee, including the Purchasing Agent, to execute
three one-}�ear options to eatend the Agreement based on availability of ESG entitlement funds
from the U.S. Department of Housing and Urban Development.
