RESOLUTION OF THE CITY COUI�'CIL OF THE CIT1' OF

V✓HEREAS, the Chula Vista Police Department seeks to reduce police dispatches to false
securirv alarms, with the goals of improvine public safety sen�ices; improving operational
efficienc��; and increasing proactive time for pavol officers; and
R'HEREAS, on May 28, 20li, the Chula Vista Cit�� Council unanimoush� approved the
first reading of a proposed new ordinance, Chula Vista Municipal Code Section 9.06, Security
Alarms, which implements best practices for reducing police dispatches to false security alarms;
and
WHEREAS; staff recommended to the Cin� Council that the Cit}� hire a third-party
administrator to manaee the ne�ti�security alarm program; and
\1'HEREAS, a third-pam- administrator ���ill be tasked ���ith management ser��ices such as
permittine, collecting fees and fines online, pro��idin2 education to pre��ent false alarms, and
trackins and billine for false alarms: and
VJHEREAS. the City recentl}� issued a Request for Proposal nP08-12/li (RFP) for firms
to submit their qualifications and methodologies to provide mana2ement sen�ices for the ne���
security alarm program; and
�1'HEREAS; t�vo firms responded to the City`s RFP, PMAM Corporation and Cn�V�'olf
False Alarm Solutions: and
VdHEREAS. followine a careful re��ie�� of the proposals submitted in response to the
RFP, staff recommends convactino �ti�ith PMAM Corporation to administer the Citys ne«:
securit}� alarm program; and
WHEREAS, although both respondents presented almos[ identical programs and are
experienced and hiehly qualified; PMAM presented a more favorable revenue-sharing proposal;
and
WHEREAS, the RFP's pricino comparison ���as as foilo���s:

WHEREAS, PMAM Corporation included two pricin�; proposals based upon the current
ordinance and the proposed new ordinance, and both had lower costs than CryWolfs proposal;
and
WHEREAS, PMAM Corporation�s proposal is approximately $26,000 less than
CryWolf s, based on the projection listed above; and
WHEREAS, PMAM Corporation's Vendor Percentage was lower than CryWolfs:
PMAM's 13 percent of amounts collected up to $200,000, compared to CryWolPs 25 percent;
PMAM's 16 percent of amounts collected from $200,001 to $400,000 compared to CryWolfs
20 percent; PMAM's ]6 percent of amounts collected from $400,001 to $750,000 compared to
CryWolfs 15 percent; and PMAM's 16 percent oF amounts collected from $750,001 to
$1,000,000 compared to CryWolfs 1� percent; and
WHEREAS, in addition to lower costs and more favorable revenue-sharing, PMAM
Corporation also offers a secure website that security alarm permit holders may access to pay
permit fees or false alarm fines with a credit or debit card; customer service to educate alarm
permit holders about the Citys ne�i- securit}- alarm ordinance; a false-alarm education course that
permit holders may complete in lieu of pa}�ing a fine for a first-time false security alarm.
NOW, THEREFORE. BE IT RESOLVED by the City Council of the City of Chula
Vista, that it accepts bids and ati�ards a contract for services to PMAM Corporation to provide
security alarm management services; and

BE IT FURTHER RESOL\'ED that the Cit�� Council of the Cit�� of Chula Vista appro��es
the A�reement for False Alarm Manaeement Sen�ices betti�een the Citv and PMAM Corporation,
in the form presented, as may have been modified b}� the Council prior to iis approval and with
such minor modifications as ma}� be required or appro��ed by the City Attorney. a copy of w�hich
shall be kept on file in the Office of the Cit�� Clerk, and authorizes and directs the Mavor to
esecute same.
