HomeMy WebLinkAboutReso 1996-18481· RESOLUTION NO. 18481 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE CLOSURE OF THIRD AVENUE BETWEEN "D" AND "1" STREETS, "H" STREET BETWEEN SECOND AND FOURTH AVENUE AND PORTIONS OF INTERSECTING STREETS ON SATURDAY, DECEMBER 7, 1996 FOR THE 34TH ANNUAL STARLIGHT YULE PARADE WHEREAS, the Chula Vista Downtown Business Association has requested the temporary closure of Third Avenue between "D" and "1" Streets, "H" Street between Second and Fourth Avenues, and all other east-west streets that intersect Third Avenue between "D" and "1" Streets to the nearest point of detour to Third Avenue to conduct the annual Starlight Yule Parade on Saturday, December 7, 1996; and, WHEREAS, the Starlight Yule Parade has been a Downtown and City tradition for 33 years and the City Council finds that the Parade is a benefit to the Community. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the temporary closure of Third Avenue between "D" and "1" Streets, "H" Street between Second and Fourth Avenues, and all other east-west streets that intersect Third Avenue between "1" and "D" Streets to the nearest point of detour to Third Avenue to conduct the annual Starlight Yule Parade on Saturday, December 7, 1996 be authorized subject to conditions set forth in Exhibit A attached hereto and incorporated herein by reference. Moore/ Director of Community Development Acting City Attorney Resolution 18481 Page 2 CONDITIONS OF APPROVAL The Chula Vista Downtown Business Association (DBA) shall comply with the following conditions: 1. At least 10 days before the street closure, the DBA shall submit to the City evidence of general liability insurance in the amount of $1 million, in the form of a certificate of insurance and policy endorsement which names the City as additional insured. 2. At least 10 days before the street closure, the DBA shall submit to the City a hold harmless agreement in a form acceptable to the City. 3. The DBA shall distribute written notification to all residences and businesses along the parade route and along other streets that will be closed to traffic, of the date(s) and duration of the event at least 10 days before street closure. 4. The DBA shall provide portable toilets along the parade route. 5. The DBA shall provide and post "No Parking" signs in a form acceptable to the City Traffic Engineer, along the parade route. Posting must take place a minimum of forty- eight (48) hours in advance of the effective time.
