OF THE CITY OF CHULA VISTA

October 14, 2013
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 4:02 PM in the Executive Conference Room #103 Bldg A, located at 276 Fourth Avenue, Chula
Vista,California.
ROLL CALL
PRESENT: Commissioners Flores, Kappes, Romo, Valen, Rahimzadeh and Chair
Coleman
ABSENT: Commissioner Vargas
STAFF PRESENT: Administrative Services Manager Beamon, Environmental Services
Program Manager France, Environmental Resource Manager Reed, Sr.
Planner Laube and Sr. Secretary Lindsey
PUBLIC COMMENTS
Randy Walsh, Chief Efficiency Optimizor, from San Diego Energy Desk gave information to the
Commission concerning Energy Star for Commercial Buildings. There was consensus of the Commission
to add this topic to a future meeting agenda so it can be further discussed.
INFORMATION ITEMS
1. Overview and update on the City's Multi-Species Conservation Program.
Glen Laube, Sr. Planner, gave a presentation of the City's Multi-Species Conservation Program(MSCP).
Anna Bennett, Biologist from RECON, presented information about RECON's stewardship of the Otay
Ranch Preserve.
Mark Dodero, Sr.Biologist from RECON,talked about the Grant programs that RECON oversees.
ACTION ITEMS
2, Consideration of recommendation to City Council to amend its Community Facilities District
(CFD) Goals & Policies document to allow "clean energy" improvements, declare its intent to
form a clean energy-focused CFD, and set a formal public hearing date for consideration of the
new CFD.
Brendan Reed, Environmental Resource Manager, presented information concerning amending the
Community Facilities District (CFD) Goals and Policies document to allow "clean energy
improvements.
ACTION: Commissioner Romo moved to make a recommendation to the City Council to amend the
CFD Goals &Policies document and to adopt a resolution of intent to form a new "clean

energy" district. The motion was seconded by Commissioner Kappes, and carried by the
following vote:
Yes: 6 --Flores,Kappes,Romo,Valen, Rahimzadeh and Coleman
No: 0
3. Consideration of recommendation to City Council to pursue the development of a Plastic Bag
Reduction Ordinance.
Lynn France, Environmental Services Program Manager, gave additional information to the Commission
concerning the process to establish a Plastic Bag Reduction Ordinance.
ACTION: Commissioner Romo moved to make a recommendation to the City Council to pursue the
development of a Plastic Bag Reduction Ordinance. The motion was seconded by
Commissioner Rahimzadeh, and carried by the following vote:
Yes: 6--Flores,Kappes,Romo,Valen,Rahimzadeh and Coleman
No: 0
STAFF COMMENTS
Environmental Resource Manager Reed informed the Commission of a Rain Water Harvesting Workshop
on October 26, 2013,at Salt Creek Community Center.
Environmental Services Program Manager France informed the Commission of a Disposal & Document
Shredding event on October 26, 2013, at Southwestern College. At this event prescription drugs can be
disposed to support National Prescription Take-Back Day. She reported on the Beautify Chula Vista
event that was on October 12, 2013.
COMMISSIONERS' COMMENTS
Commissioner Romo remarked when he traveled to Mixo, Guatemala,he met people that are interested in
City of Chula Vista's Best Business practices and plan to visit here.
CHAIR'S COMMENTS
Chair Coleman reported that the Bayfront Wildlife Advisory Group did not meet in October. He stated
the next meeting would be in November. The Bayfront Cultural Design Committee has not met in awhile.
The H Street Corridor Project is proceeding. The guidelines document is being planned now.
At 5:32 PM Chair Coleman adjourned the meeting to a Special Meeting on November 4, 2013, at 4:00
PM, in the Executive Conference Room#103 Building A, 276 Fourth Avenue, Chula Vista, California.
