In order to address operational needs, the Public Works Department is requesting to reclassify a
vacant Land Surveyor position to a Senior Civil Eneineer and reclassify a vacant Senior Park
Ranger position to a Park Ranger Supervisor.
ENVIRONAIENTAL REVIE«'
The Development Services Director has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity is not a
"ProjecP' as defined under section 15378 of the State CEQA Guidelines because it involves only
the allocation of funding; therefore, pursuant to Section 1�060(c)(3) of the State CEQA
Guidelines the activity is not subject to CEQA.

DISCUSSION
The operating bud�et for the Public Works Department for Fiscal Year 20li-14 includes a Land
Surveyor within the Engineering Division. The Engineering Di��ision has been reorganized ���ith
the recent retirement of a Principal Civil Engineering and internal hiring to fill that position. The

Land Surveyor position is now vacant creating an opportunity to delete the position and add a
Senior Civil Engineer which is the same classification level as a Land Surveyor, but includes a
broader scope of essential functions and also incorporates land surveying requirements including
the Subdivision Map Act and the Professional Land Surveyors Act. The essential functions are
more appropriate to the new structure of the Engineering Division, which is more collaborative
between the various sections within the division as well as with other departments. The proposed
resolution would amend the Fiscal Year 2013-14 budget to delete the Land Surveyor position
and add the Senior Civil Engineering position at no net cost to the City.
The operating budget for the Public Works Department for Fiscal Year 2013/14 also includes the
addition of a Senior Park Ranger position within the Public Works Operations Division. During
budget deliberations the City Council authorized staffto add a Senior Park Ranger position to the
Parks Operations section to supervise the hourly and volunteer park rangers, gow the volunteer
park programs and support gazebo rentals, and the Adopt-A-Park program. However, the
essential functions of the Senior Park Ranger classification do not include the direct supervision
and monitoring of staff and volunteers and do not include inarketing and promotion experience.
The proposed resolution would amend the Fiscal Year 2013-14 budget to delete the Senior Park
Ranger position and add the Park Ranger Supervisor position at no net cost to the City.
A focus of the Park Ranger Supervisor will be to raise public awareness and actively promote
and manage all of the park volunteer opportunities. The Park Ranger Supervisor will develop
publicity materials and website information for the pro�-ams, recruit vol�nteer organizations and
residents, and train and supervisor the volunteers. The Park Ranger Supervisor will also market
the gazebo and picnic area reservation opportunities and assist patrons that have reservations.
These duties will be performed in addition to routine park maintenance and field enforcement
duties included in the classification.
DECI5ION MAKER CONFLICT
The decisions contemplated by this action are not site specific; thus not requiring the members to
make or participate in making a governmental decision, pursuant to California Code of
Regulations Title 2, section 18702.4(a). Staff is not independently aware, nor has staff been
informed by any City Councilmember, of any other fact that may constitute a basis for a decision
maker conflict of interest in this matter.
CURRENT YEAR FISCAL IMPACT
The Land Surveyor position and the Senior Civil Engineer position are at the same dassification
and compensation level and as a result there is no impact to the General Fund from this
amendment to the FY2013-14 budget.
The annual budget increase behveen the Senior Park Ranger and Park Ranger Supervisor is
�26;302. There is no net impact to the General Fund in the current fiscal year as the Senior Park
Ranger position is currently vacant and the salary savings from being vacant for four months
exceeds the increase from the new position.

WHEREAS, in order to address operational needs, the Public Works Department is
recommending reclassifying a vacant Land Surveyor position to a Senior Civil Engineer and
reclassifying a vacant Senior Park Raneer position to a Park Ranger Supervisor; and
WHEREAS, these requests do not change the position count for the Public Works
Department as the 1.0 FTE Senior Civil Enaineer replaces the 1.0 FTE Land Surveyor and the
1.0 FTE Pazk Ranger Supervisor replaces tl�e 1.0 FTE Senior Park Ranger; and
WHEREAS, there is no net fiscal impact to the General Fund from replacing the Land
Surveyor with the Senior Civil En�ineer as the positions are the same classification level; and
WHEREAS, the Park Ran�er Supervisor is a higher classification level than the Senior
Pazk Ranger, but there no net fiscal impact to the General Fund in the current fiscal yeaz due to
salary savings from the Senior Park Ranger being vacant and it is anticipated that.the additional
annual cosf starting in the neat fiscal year will be offset throubh increased gazebo and picnic azea
reservation fees as marketing and enforcement is increased.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby amend the fiscal ��ear 2013-14 authorized position count for the Public Works
Department to eliminate one Land Surveyor and one Senior Park Ranger and to add one Senior
Civil Enaineer and one Park Ranger Supervisor.
