The Califomia Office of Traffic Safety has a�vazded 5293,000 ro the Police Department for
the Selective Traffic Enforcement Program. The goal of this proeram is to reduce the
number of persons killed and injured in crashes involving alcohol; speed, red light runnine;
and other primarv collision factors.
ENVIRONn1ENTAL REVIER'
This proposed activity has been re��ie��ed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it wIll not
result in a physical chanee in ffie environment; thereFore, pursuant to Section 15060(c)(3)
of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessarv.

DISCUSSION
The California Office of Traffic Safety's (OTS) mission is to obtain and effectively
administer traffic safety grant funds to reduce deaths, injuries and economic losses
resulting from traffic related collisions. The Police Department has been awarded various
OTS grants, including the Serious Traffic Offenders Program (STOP), Comprehensive
Traffic Safety Program, DUl Enforcement Program, and Selective Traffic Enforcement
Program (STEP), which all enhanced the Traffic Unit by funding new positions.
Additionally, OTS administers mini-grants such as the Sobriety Checkpoint Program and
Click It or Ticket, which funds traffic enforcement operations on an overtime basis.
The Police Department has received funding from the California Office of Traffic SaFety
for the Selective Traffic Enforcement Program. Throughout the one-yeaz grant period
(10/1/2013 to 9/30/2014), traffic enforcement operations will be conducted on an overtime
basis. Grant-funded operations include DUT saturation patrols to reduce the number of
persons killed and injured in traffic collisions. Stakeout operations will observe the `�vorst
of the w�orst" repeat DUI offender probationers with suspended or revoked driver licenses.
Distracted driving operations will focus on drivers using hand-held cell phones and texting.
Other traffic enforcement operations include primary collision factor violations and
vehicles with illegal street racing equipment.
The OTS grant will also fund one full-time peace officer in the Traffic Unit, which will
result in the transfer of one peace officer from the Police Department General Fund to the
Police Grant Fund. The Police Department currently has 12 frozen (non-funded) officer
positions in its General Fund budget. The new position funded by OTS will reduce the
frozen officer count to 11 and will add one officer to the Police Grant Fund. The
Department anticipates to fill this dedicated DUI Officer position in January 2014. Funds
provided by this grant will also be utilized for DUI training.
DECISION D'IAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500-foot rule found in California Code of
Regulations section 18704.2(a)(l) is not applicable to tlus decision. Staff is not
independently a�+�are, nor has staff been informed by any City Councilmember, of any
other fact that may constitute a basis for a decision maker conflict of interest in this matter.
CURRENT YEAR FISCAL IMPACT
Approva] of this resolution will result in the acceptance of$293,000 of grant funding from
the California Office of Tra�c Safety and the transfer.of one Peace O�cer from the
Police Department General Fund to the Police Grant Fund. Because the Peace Officer
position in the General Fund is frozen and non-funded as a result of budget reductions in
prior fiscal years, there are no supplanting issues. Since the �rant period crosses between
two fiscal years, $219,954 will be appropriated to the fiscal year 2013/2014 budget of the
Police Grant Fund and �73,046 will be included in the proposed fiscal year 2014/2015
budget. For the current fiscal year, $215,150 will be appropriated to the personnel
category and S4,804 will be appropriated to the supplies and services category. The
funding from the California Office of Traffic Safety will completely offset the costs of the
Selective Traffic Enforcement Program, resulting in no net fiscal impact.

Therefore, there is no oneoine fiscal impact for accepting these grant funds.

��JHEREAS; the Police Depanment has been awarded $293,000 grant funding

WHEREAS, the goal of the Selective Traffic Lnforcement Program is to reduce
the number of persons killed and injured in crashes involving alcohol, speed, red light
runnine; and other primary collision factors; and �
WHEREAS, throughout the one-yeaz grant period of October 1, 2013 to
September 30, 2014, DUI saturation patrols, stakeout operations, distracted drivin�
operations and other traffic enforcement operations will be conducted on an overtime
basis: and ,
WHEREAS, the Selective Traffic Enforcement Program will also fund one full-
time peace oFficer in the Traffic Unit and will add one officer to the authorized staffing
level of the Police Grant Fund; and
WHEREAS, the erant funds provided by the California Office of Traffic Safety
will completely offset the total costs of this program.
I�iOW, THGREFORE, BE IT RESOLVED the City Council of the City of Chula
Vista does hereby accept $293,000 from the Califomia Offce of Traffic Safety, add one
Peace Officer to the authorized staffing level of tlie Police Grant Fund and appropriate
$215,150 to the personne] services category and $4,804 to the supplies and services
category of the Police Grant Fund for the Selective Traffic Enforcement Program.
