reduce the number of��ictims killed and injured in alcohol-invol��ed crashes.

This proposed acti��ity has been re��ie���ed for compliance with the Califomia
Environmental Quality Act (CEQA) and it has been deternuned that the activit}� is not a
�`Projecr' as defined under Section 15378 of the State CEQA Guidelines because it ���ill ,
not result in a physical chanee in the em�ironment; therefore; pursuant to. Section
1�060(c)(3) of the State CEQA Guidelines; the activity is not subject to CEQA. Thus, no
environmental revie«� is necessarv.

DISCliSSION
The Califomia Office of Traffic Safety's (OTS) mission is to obtain and effectively
administer traffic safety grant funds to reduce deaths; injuries and economic losses
resulting from traffic related collisions. The Police Department has been awarded

vazious OTS grants; including the Serious Traffic Offenders Program (STOP),
Comprehensive Traffic Safety Program, DUI Enforcement Program, and Selective
Traffic Enforcement Program (STEP), which all enhanced the Traffic Unit by funding
new positions. Additionally; OTS administers mini-grants such as the Sobriety
Checkpoint Program and Click It or Ticket, which fund traffic enforcement operations on
an overtime basis.
The Police Department has received funding in the amount of $221,872 from Yhe
Califomia O�ce of Traffic Safety for the Sobriety Checkpoint Proeram. The goal of this
program is to reduce the number of victims killed and injured in alcohol-involved
crashes. The Department has been approved to conduct a total of 24 sobriety checkpoints
during the period of October 1, 2015 to September 30, 2014. The grant period
encompasses t���o national mobilization periods. The Winter Holiday mobilization runs
from December 13, 20li to January 1, 2014, and the Labor Day mobilization runs from
August I5, 2014 to September 1, 2014. A minimum of five checkpoints will be
conducted during each of these two mobilization periods and 14-checkpoints can be
conducted outside of the mobilization periods. Each sobriety checkpoint will be
compensated on an ovenime basis only. Additionally, OTS has approved $�,872 to
purchase checkpoint supplies.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500-foot rule found in Califomia Code of
Regulations secrion 18704.2(a)(1) is not applicable to this decision. Staff is not
independently aware, nor has staff been informed by any City Councilmember, of any
other fact that may constitute a basis for a decision maker conflict of interest in this
matter.
CURRENT YEAR FISCAL IMPACT
Approval of this resolutio❑ ��ill result in the acceptance of $221,872 of grant funding
from the California Office of Traffic Safety. Because the grant period crosses between
two fiscal years, $167,872 will be appropriated to the fiscal year 2013/2014 budget of the
Police Gra�it Fund and $54,000 will be included in the proposed fiscal year 2014/2015
budget. For the cunent fiscal year, $162,000 will be appropriated to the personnel
category and $5,872 will be appropriated to the supplies and services category. The
funding from the California Office of Traffic Safety will completely offset the costs
incurred for the Sobriety Checkpoint Program, resulting in no net fiscal impact.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

NOW, THEREFORE; BE IT RESOLVED that the Cirv Council of the City of Chula
Vista does hereby accept �221,872 from the California Office of Traffic Safetv and appropriate
$162.000 to the personnel cateeory and ��,872 to the supplies and services cateeon� of the fiscal
year 2013/2014 Police Grant Fund for the Sobriety Checkpoint Proeram.
