Advisory Role –City Charter
Sec. 608. Board of Library Trustees; Powers and
Duties.
The Board of Library Trustees shall have the power
and duty to:
(a) Act in any advisory capacity to the City Council in
all matters pertaining to City libraries; and
(b) Recommend to the City Council the adoption of
such bylaws, rules and regulations as it may
deem necessary for the administration and
protection of city libraries.

Concerns
LIBRARY AND RECREATION MERGER
Concern #1 –Advance Notice
The public’s business requires transparency.

Notice is provided of specific council actions.

The merger of the Library and Recreation

Departments was not specifically identified in
the council agenda.
Without advance notice, the Library and the

Board of Library Trustees and the public lacked
input at the initial decision.
Concern #2 –Lack of Consultation
Both the Library and the Recreation Departments

have charter-mandated bodies to provide advice
to the Mayor, Council, and City Manager.
Neither the Board of Library Trustees nor the

Parks and Recreation Commission were notified
of the proposed merger before or after the
council decision.
