RESOLUTION NO. 18395 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE AGREEMENT WITH AMERICAN DIGITAL SYSTEMS (ADS) ENVIRONMENTAL SERVICES FOR THE MAINTENANCE OF NINE SEWAGE FLOW METERS FOR FISCAL YEARS 1996-97, 1997-98 AND 1998-99 WHEREAS, the City's three year service agreement with American Digital Systems (ADS) Environmental Services for the repair and preventative maintenance services for nine sewage flow metering stations expired on June 30, 1996; and WHEREAS, on June 21, 1996, the Director of Public Works received proposals from ADS and MGD Technologies for repair and maintenance services for nine sewage flow metering stations, WHEREAS, based on evaluation of the proposals from the two firms, it is proposed that the City enter into a new three year contract with ADS Environmental Services for the following reasons: 1. ADS quoted the lower price - $30,960 for a one year contract and $29,340 per year for a three year contract. MGD's quote was $32,244 per year for either a one year contract or a three contract. 2. Since ADS manufactures the flow meters, they have greater accessibility to spare parts and technological improvements. WHEREAS, staff recommends that a three year contract be awarded in favor of a one year contract for the following reasons: 1. The yearly cost would be lower (as given above). 2. The three year contract price of $29,340 per year is considerably lower than either the ~36,588 annual cost paid to ADS during Fiscal Year 1995-96 or the estimate of $37,356 per year provided to the City for budgetary purposes in February 1996. This may be due to the current competitive situation. Awarding a three year contract would enable us to "lock in" a favorable price. 3. A three year contract would save staff time and effort required to renegotiate yearly contracts. WHEREAS, in the event that installation of additional meters becomes necessary, the price schedule allows the City to include the rnaintenance of additional meters at the cost of ~270 per meter per month for a single monitoring site and $285 per meter per month for maintenance of a dual monitoring site which are the same unit prices used to compute the annual contract cost based on the meters which are presently included. NOW, THEREFORE, BE IT RESOLVED the City Council of Chula Vista does hereby accept the proposal from ADS for the maintenance of n~ne sewage flow meters. Resolution 18395 Page 2 NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby approve the Agreement with American Digital Systems (ADS) Environmental Services for fiscal years 1996-97 (commencing from July 1,1996), 1997-98 and 1998-99, a copy of which is on file in the office of the City Clerk as Document No. CO96-121. BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is authorized and directed to execute said Agreement for and on behalf of the City of Chula Vista.
