ENVIRONAZENTAL REVIE�3' The De��elopment Services Director has revie�ved the proposed project for compliance w�ith the Califomia Environmental Qualirv Act (CEQA) and has determined that the project qualifies for a Class 1 (b) cateeorical exemption pursuant to Section 1�301 [Existing Facilities] of the State CEQA Guidelines because the proposed scope of wark consists of replacement and/or rehabilitation of an existing se�ver pump infrastructure resulting in no increase in wastewater capacih�. Thus; no further environmental review is required. REC017MENDATION Council adopt the resolution. 10-1 10/1�/13,Item /� Page 2 of 3 BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION The Hilltop Drive Pump Station Improvement project involves the removal and disposal of existing sewage lift station improvemeuts and the abandonment of an existing force main, construction of a new sewage pump station, including a concrete block building enclosure, installation of a dual force main, and installation of a new storm drain system. On September 18, 2013, the Director of Public Works received five (5) sealed bids. T6e following bids were received: CONTRACTOR BID AMOUNT 1. Ramona Paving and Construction Co.- Ramona, CA $588,715.00 2. T.C. Construction Co. — Santee, CA $591,900.00 3. Fordyce Construction — Santee, CA $605,520.00 4. ATOM Engineering Construction, Inc. — Hemet, CA $668,039.00 5. Newest Construction Company Inc.— San Diego, CA $719,214.00 The low bid submitted by Ramona Paving and Construction Co. is above the Engineer's Estimate of $565,600 by $23,1IS (4% above the Engineer's estimate); much of this difference can be amibuted to the large number of specialty items within the project scope of work for which the unit costs are highly variable. Design staff has verified the references provided by the contractor and has determined that the contractor has performed satisfactorily for those references. The Contractor's License No. 795526 is current and active. Therefore, the proposed resolution would accept bids and award a construction contract to Ramona Paving and Construction Co. The proposed resolution «�ould authorize the Director of Public Warks to approve change orders over and above existing policy limits. Under City Council Policy No. 574-01, if an individual change order causes the cumulative increase in change orders to exceed the Direcfor's authority ("Maximum Aegregate Increase in Change Orders"), then City Council approval is required. The corresponding maacimum aggregate contract increase that may be approved by the Director of Public Works under Policy No. 574-01 is $44,210. Approval of the resolution would increase the Director of Public Works' authority to approve change orders, as necessazy, up to the contingency amount of$85,000; an increase of$40,790 over Policy No. 574-0L Increasing the contingency funds will allow staff to continue the project without delay should unforeseen circumstances resulting in increased project costs arise during the course of construction and make adjustments to bid item quantities. Unforeseen conditions include such items as utitity conflicts, hazardous materials, unexpected underground conflicts, eta If the contingency funds are not used, then they will be returned to the project fund balance. DECISION MAKER CONFLICT Staff has revie���ed the propem� holdines of the Citv Council and has found no property holdines ���ithin �00 feet of the boundaries of the propert}� which is the subject of this action. Staff is not independentl} a�vare, nor has staff been informed bv any Cit�� Council membec of an}� other fact that mav constitute a basis for a decision maker conflict of interest in this matter.
