DISCUSSION 6-1 10/15/2013Item � Pa,e 2 of 3 The Police Department acts as the fiscal agent for vazious law enforcement programs ��hich aze funded'through various State and Federal agencies. As the fiscal agent, the - Police Department hires and provides salary and benefits for positions which are normally considered separate from existing City staffing. These positions are desienated as "FA" (Fiscal Agent) in the title description. Three FA Public Safety Analysts are requested to be reclassified to FA Senior Public Safety Analysts in the San Diego Law Enforcement Coordination Center (SDLECC). The SDLECC serves as the regional intelligence fusion center for San Diego and Imperial counties. Fusion Centers aze foca] points for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, and private sector partners. These positions are fully rei�nbursed by Homeland Security Grant Program (HSGP) funds, along with a 4% administrative fee for acting as the fiscal agent. The Public Safety Analysts in the SDLECC provide high-level analytical support, which have changed significantly over the past years due to the growing demands of the regional intelligence fusion center. The analyst positions require broad knowledge and awareness of geo-political and socio-political events worldwide and the use of multi-disciplinary skill sets (writing, briefing, compiling and collating disparate data), combined with the ability to quickly develop expeRise in the myriad of law enforcement, anti-terror and first responder focus areas. These qualifications better complement the FA Senior Public Safety Analyst position rather than the FA Public Safety Analyst posiCion. DECISION A'IAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in Califomia Code of Regulations section 18704.2(a)(1) is not applicable to this decision. Staff is not independently aware, nor has staff been informed by any City Councilmember, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter. CURRENT YEAR FISCAL IMPACT Approval of this resolution will aesult in the reclassification of three FA Public Safety Analysts to FA Senior Public Safety Analysts and the appropriation of $21,249 to the personnel services category of the Police Grant Fund. The SDLECC, via the Police Department, intends to promote three existing FA Public Safety Analysts to FA Senior Public Safety Analysts in mid-October. These personnel costs are fully reimbursed by homeland security grant funds; and the City receives a 4% administrative fee for acting as the fiscal intermediary for these positions. Because of the 4% administrative fee, there is a positive impact of$850 to the General Fund this fiscal year. ONGOING FISCAL IMPACT The ongoing fiscal impact for the reclassification of these three positions is approximately $30,400 per year. The perso�mel costs are fully reimbursed by homeland security grant funds, and the City receives a 4% administrative fee for acting as the fiscal intermediazy for this position. Because of[he 4% administrative fee, there will be a positive impact of approximately $1,216 to the General Fund each fiscal year. NOW, THEREFORE, BE IT RESOLV�D the City Council of the City of Chula Vista does hereby authorize the reclassification of three Fiscal Agent Public Safety Analysts to Fiscal Agent Senior Public Safety Analysts and appropriate $21,249 to the personnel budget of the Police Grant Fund.
