The Chula Vista Public Library received a one-time gant awazd from the Target
Corporation in the amount of$2,000. The piupose of the awazd is to support youth literacy
services in a libtary setting az both the Civic Center Branch and the South Chula Vista
Branch libraries.
ENVIRONMENTAL REVIEW
'The Development Services D'uector has reviewed the proposed activity, Appropriating
Grant Revenue for support of the Library's Literacy Senzces, for compliance with the
Califomia Environmental Quality Act (CEQA) and has determined that the activity is not
a "Project" as defined under Section 15378 of the State CEQA Guidelines because the
activiry is appropriating funds for educational reimbursement only, and does not invoh�e I
a physical change to the environment; therefore, pursuant to Section 15060 (c)(3) of the
State CEQA Guidelines the activity is not subject to CEQA.

DISCUSSION
The purpose of the grant from the Target Corporation for library literac}� services is to
support youth literacy programming in a library setting. Chula Vista Public Library
applied to the Tazget Corporarion for grant funding for the third time in Mazch, 2013 and
the application was awarded. The literacy program outlined in the application will expand
literacy tutoring to include preschool aged children ages 3-5 years. Entided "Leap into
Kindergarten'�, the program will be based on the library's successful Library Educational
After-school Program (LEAP) and promote the acquisition of the basic skills that
detemune a child's readiness for kindergarten. These skills include scissor craft,
letter/name recognition, crayon use, color recognition, and listening skills, and the
sessions aze conducted over a week long period for one hour each day. The children
experience a sampler of what they may expect when they attend kindergarten. The fall
session will be a "Power up to Kindergarten" and is designed to occur azound the 100
days of school celebrations. A second session in the spring time will be called the
`Checklist for Kindergarten Success'. Sessions will last a week fot one hour each day
and will be held in the Civic Center Branch and the South Chula Vista Branch libraries.
The library hopes to reach economically disadvantaged students unable to access eazly
childhood educational opportunities elsewhere. The grant will support the provision of
literacy tutors and literacy materials. LEAP had been canceled due to limited funding 2
years ago and the Tazget grant allows the library to wntinue to provide limited tutoring to
younger age groups.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has detemvned that it is
not site specific and consequenUy the 500 foot rule found in California Code of
Regulations section 18704.2 (a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IlVIPACT
Approval of this resolution will result in a one-tune appropriation of$2,000 to the
Library DepartrnenYS supplies and services budget. Tazget Corporation is the source of
funding; therefore, there is no net fiscal impact to the City.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

51;700 to the personnel services budget and 5300 to the suppiies and services budget to be offset
b� one-time erant revenue from the Target Corporation for Chula Vista Public Libran�'s Librarv
Educational Afrerschool Program (LEAP).
