SUMMARY
The Chula Vista Public Library received a one-tune grant award from the Califomia State
Library through the Califomia Library Literacy Services Fund in the amount of $]0,000.
The purpose of the award is to support adult litency services in a library setting.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity, Appropriating
Crrant Revenue for support of the Library's Literacy Services; for compliance w�th ihe
Califomia Environmental Quality Act (CEQA) and has determined that the activity is not
a "Project" as defined under Section 15378 of the State CEQA Guidelines because the
activiry is appropriating funds for educational reimbursement only, and does not involve
a physical change to the environment, therefore, pursuant to SecUon 15060 (c)(3) of the
State CEQA Guidelines the activity is not subject to CEQA.

DISCUSSION
The purpose of the grant from the California State Library through the California Library
Literacy Services is to support adult literacy services in a library setting. Chula Vista
Library last qualified for similar funding in 2012 and has qualified again in 2013. This
enables the library to conUnue to provide literacy services in the Educational Services
� Wing at the South Chula Vista Library in partnership with a volunteer literacy
organization, Iaubach Literacy Council. This partnerslvp has made possible the
recruitment and training of tutors and enables them to be connected with adulu needing
instrucrion in reading skills.
The funds will be used to maintain minimal literacy services and will support staff hours
and literacy through June 30`�, 2014. - -
• DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by the action and has determined that it is
not site specific and consequently the 500 foot nile found in the Califomia Code of
Regulations secrion 18704.2 (a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL Il�ZPACT
Approval of this resolurion will result in a one-rime appropriation of$10,000 to the State
Grant Fund's personnel services budget. The Califomia State Library is the source of
funding; therefore, there is no net fiscal impact to the Ciry.
ONGOING F'ISCAL IlIIPACT
There is no ongoing fiscal impact for accepting these grant funds.

California State Library's California Library Literacy Services (CLLS) Fund in the amount of
�10;000 to suppon literacy sen�ices in a library setting; and _
VJI-IEREAS, this erant will enable the Chula Vista Public Libran� in partnership with the
Laubacb Literacy Council to continue to provide literacy sen�ices at the South Chula Vista
Branch Librarv: and
WHEREAS; this erant «�ill maintain minimal adult literacv services bv pro��idin� staff
time and supporting books and classroom materials through June 30`�, 2014.
NOW; THEREFORE; BE IT RESOLVED that the Cin� Council of the Cin� of Chula '
Vista does accepi one-time erant re��enue from the Califomia State Libran�'s Califomia Library
Literacy Fund in the amount of�10,000 for Chula Vista Public Library's literacy program, and
appropriate said funds to the State Grant Fund's personnel sen ices budget.
