SDG &E has collaborated with the City of Chula Vista and has
spent about $90 Million to underground transmission and
distribution facilities in the City of Chula Vista:
• $40 M of distribution facilities undergrounded using 20A funds
throughout the City of Chula Vista
• $20 M of 138kV transmission undergrounded using 20A funds on the
Bayfront
• $9 M of 138kV bridge structures on the Bayfront removed
• $21 M of 230kV facilities installed underground on the Bayfront

Key Results of Collaboration with
Port and City of Chula Vista
• The Proposed Project is the result of about ten years of cooperation
between SDG &E, the Port and the City of Chula Vista
• Significant amount of joint effort went into the system improvements to
accommodate the South Bay Power plant shutdown
• The City of Chula Vista identified the proposed project site, which was
later approved by the Port and State Lands Commission and will
advance the common goal of Bayfront redevelopment and revitalization
• The City, Port and SDG &E jointly advocated before the CPUC to
relocate the substation to facilitate the Chula Vista Bayfront Master Plan
• The CPUC's Proposed Decision (if approved) would relocate the
substation and include substantial related undergrounding

allow for the development of a new park and visitor - serving uses

redevelopment

The proposed project will replace a 1950's era substation
with a state of the art substation design featuring the latest
electric grid technologies:
• Install modern telecommunications, physical and cyber security,
control and protection systems
• Install steel structures that are built to current seismic standards
• Install Condition Based Monitoring (CBM) on new equipment that
monitors asset health for more efficient maintenance
• Replace aging infrastructure with a comprehensive state of the
art facility
• Allow for integration of emerging Smart Grid technologies

• Demolition of the existing 138/69 kV South Bay Substation within the Bayfront
Master Plan Area
• Relocation of six 69 kV transmission lines to the new substation
— Relocation of approximately 7,500 feet of overhead
— Construction of approximately 4,100 feet of underground
— Reduction of over 2,500 feet of overhead
— Net reduction of 6 poles
- A 138 kV extension to bypass the Existing Substation
— Construction of approximately 3,800 feet of underground
— One new cable pole in place of existing steel lattice structure

• Construction of a 230 kV loop -in

May 2011: SDG &E proposes the Bayfront Enhancement Alternative to address
potential issues that could arise subsequently during the Coastal Commission
review process
August 2011: SDG &E submits written comments on Notice of Preparation of EIR
formally requesting that CPUC analyze the Bayfront Enhancement Alternative in
Draft EIR
June 2012: CPUC releases Draft EIR, but declines to analyze Bayfront
Enhancement Alternative due to lack of detail about the proposed alternative
August 2012: SDG &E submits written comments on Draft EIR, revises Bayfront
Enhancement to specify additional undergrounding and other enhancements, and
requests that CPUC conclude that it is the environmentally superior alternative
April 2013: CPUC releases Final EIR, but declines again to analyze Bayfront
Enhancement because visual impacts are less than significant, therefore no further
mitigation is required
August 2013: Proposed Decision concludes that additional "enhancements" 18
requested by City and Inland Industries are not necessary

alternative
• Inland Industries included comments regarding 230kV
undergrounding with their comments on the Draft EIR
• CPUC considered testimony by SDG &E and Inland Industries
• CPUC considered responses to data requests by SDG &E and Inland
Industries
• CPUC hired an independent consultant
• CPUC ultimately did not carry the undergrounding alternative forward

The 230kV lines to the East of Bay Boulevard Substation are a
vital source of bulk power for the region
Feasibility issues associated with the additional 300 feet of
230kV undergrounding include:
• Undergrounding the 230kV source to the East would require 3- cables
per phase to not de -rate the capacity of this line
• New cable poles will create unnecessary visual impacts
• Construction of underground and overhead facilities will result in
significant unnecessary cost

Proposed Decision Benefits
• The Proposed Decision facilitates the City of Chula Vista's Bayfront
Master Plan by relocating the South Bay Substation out of the Master
Plan area
• The Proposed Decision enhances the Bayfront by minimizing overhead
structures and undergrounding existing lines at a cost of $23M as part of
the substation relocation
• The Proposed Decision is a result of collaboration between the City,
Port and SDG &E, and advances community values as expressed by the
City and the Port
• The CPUC considered the input and evidence presented by interested
parties and stakeholders (The Proposed Decision states "Energy
Division received written comments from more than 235 individuals and
organizations during the comment period.")
• The Proposed Decision will provide the electric infrastructure needed to
meet current and future projected energy needs for the South Bay 24
region, and will benefit all of Chula Vista
