AND SENIOR RECREATION MANAGER: REh40VE DIRECTOR OF LIBRARY AND RECREATIO\' AND DESIGN REVIEW BOARD MEMBERS FROM THE LIST OF OFFICIALS AND DESIGNATED EMPLOYEES WHO ARE REQUIRED TO FILE PERIODIC STATEA4EI�'TS OF ECONOMIC INTERESTS: P.i\'D DESIGNATING ADDED FILERS AS "LOCAL AGENCY OFFICIALS" FOR PURPOSES OF AB 1234, THEREBY REQUIRING THEM TO PARTICIPATE IN MAI�TDATED ETHICS TRAII�TI\'G VJHEREAS, the Political Reform Act (California Go��emment Code §�87100 throueh 91014), requires certain officials and candidates to file Statements of Economic Interests (Form 700) and requires local eovemment aeencies to adopt and promuleate conflict of interest codes; and WIIEREAS. the Cit�� Council adopted Ordinance No. 2807, adopting bv reference the standardized conflict of interest code contained in Title 2 of the Califomia Code of Regulations: §18T0, and anv amendments thereto that are adopted b�� the Fair Political Practices Commission: and WHEREAS, the ordinance requires that the City Council set forth by resolution the officials and designated emplovees who are required to file statements of economic interests and the disclosure categories under which each such official and desienated emplo��ee shall file; and WHEREAS, pursuant to Government Code §87306(a), every local agencv must amend its Conflict of Interest Code when chan2e is necessitated bv chaneed circumstances. includine the creation of new� positions w�hich�im�olve the making or participating in makine of �ovemmental decisions; and VJHEREAS. the Citv Attorne�� and the Citv Clerk have revieH�ed the Code and its Appendix following changes to positions with the adoption of the Fiscal Year 2013/2014 budget and the dissolution of the Design Revieti� Board, consulted �vith Department Directors, and determined that amendments to the Appendis of the Code are necessan; and WHEREAS. the City Council desires that all Cirv employees H�ho are required to file Form 700 under the Citv's Conflict of Interest Code be desienated as "Local Aeencv Officials." as defined in Go��emment Code y�3234(c)(2), thereb�� requiring them to participate in the ethics training mandated by AB 1234; and Resolution No. 2013-202 Page No. 2 WHEREAS, the list of officials, candidates and designated employees of the City of Chula Vista who are required to file periodic statements of economic interests, and the disclosure categories under which each such official, candidate or designated employee is required to file, was presented to the Cip� Council and is attached hereto as Exhibit A and made a part of this Resolution. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it hereby modifies the appendix to the local Conflict of Interest Code to amend the list of officials, candidates and designated employees who are required to file periodic statements of economic interests, and the disclosure categories for said tilers, a copy of which shall be kept on file in the Office of the City Clerk. BE TT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it designates those filers as "Local Agency Officials' for the purposes of AB1234, thereby requiring them to participate in mandated ethics training.
