HomeMy WebLinkAboutReso 2013-192 RESOLUTIOt�' NO. 2013-192 RESOLUTIO?�' OF THE CITY COLNCIL OF THE CITY OF CHULA \'ISTA SUPPORTIi�'G DEVELOPMENT OF A LONG- RAivGE REGIOI�iAL �i'ATER REUSE PLAI�' A.\TD SECONDARY EQliI�'ALEI�TCY BY THE n4ETR0 WASTEWATER JPA/METRO COMMISSION FOR POII`iT L01�4A l�'ASTEV�'ATER TREATA7ENT PLANT WHEREAS_ the Point Loma R'asteti�ater Treatment Plant (PL�1'TP) is a reeional facilih in the A4etro Vdaste�ti�ater S}�stem. operated by the Cin� of San Dieso; permitted to treat 240 million eallons of waste���ater per day to an Advanced Primary Le��el, sen�ing a 12 member Joint Po���ers Authorit�� that comprises approximateh 3�% of the total flo�;� in the Metro �l'aste���ater Svstem/PLVJTP: and �i'HEREAS. the Clean N'ater Act of 1972 requires that ���aste���ater be treated to achieve certain protections before ocean dischazge; and WHEREAS, the permitting of ���astewater treatment plants, and ���aste��ater treatment plant permits must be renewed every five �-ears; and WHEREAS; the Ocean Pollution Reduction Act(OPRA) of 1994 allo��ed the Ciry of San Diego to apply for modified permits allo�ving PLWTP to continue operating at an Ad��anced Primarv Treatment Level Hhile meeting or esceedine all eeneral and specificall�� negotiated regulatory obligations including ocean protection requirements; and WHEREAS, the current modified pertnit for the PL�i'7�P expires on Julv 31. 201�, and Cin� of San Dieeo staff must finalize a stratee�� and begin the extensive ���ork required to secure the next permit in or around Januan� 2014; and �'HEREAS, in order to secure "non-oppositiorr` for modified permits from em�ironmental stakeholders, the Cit�� of San Dieeo agreed to and successfulh� prepazed verifiable estimates of the cost to convert the current 240 million eallon per day (med) PLWTP to Secondan� Treatment Levels. conducted a comprehensive extemal scientific revie�ti of ocean monitorine implementing all recommendations for an enhanced ocean monitoring proaram, and built 4� med of ���ater reclamation capacity in the form of the North Citv Water Redamation Plant and the South Bav �l%ater Reclamation Plant: and «'HEREAS, the Citv of San Dieeo has 20 veazs of ocean monitorine data demonstratine that the Advanced Priman� PLR'TP consistentl.� protects the ocean em�ironmenr, and WHEREAS, the City of San Die2o has successfully completed a 1 mgd Advanced Water Purification Demonstration Project producing ���ater that is far superior in qualiq� to ra��� �vater currentiv deli��ered to local resen�oirs: and produces potable �+�ater of a qualitv similar to distilied ��-ater: and Resolution No.2013-192 Page Z WHEREAS, the City of San Diego's survey indicates that percentages of those favoring Ad��anced Treated recycled water as an addition to the drinking water supply have increased from 36% in 2004 to 73% in 2012: and WHEREAS. the City of San Diego has also achieved significant legislative progress associated with the Adeanced Water Purification Demonstration Project to advance both indirect and direct potable water reuse projects; and WHEREAS, the San Diego region forecasts the need for billions of dollars in ratepayer revenue to fund imported water supply projects to address transportation constraints and supply challenges, including a locally owned Colorado River pipeline and plans for at least three ocean desalination plants, all of N�hich will require significant capital, operating and energy expenditures; and WHEREAS, it is possible to develop a long-range regional water reuse plan (Long-Range Regional Water Reuse Plan) to divert at least ]00 mgd of flow from PLWTP largely to water reuse projects resulting in neN�; local water supplies, including potable water, and a smaller secondary equivalent PLWTP with reduced Total Suspended Solids mass emission rates equivalent to those of a 240 mgd secondary treatment PLWTP; and WHEREAS, this proposed Long-Range Regional Water Reuse Plan will avoid billions of dollars in unnecessary capital, financing, energy and operating costs to upgrade a facility that already meets or exceeds all general and specifically negotiated regulatory requirements for ocean protection; and WHEREAS. successful implementation of this proposed Long-Range Regional Water Reuse Plan also creates the potential to avoid or downsize carrently planned water transportation and supply projects; and WHEREAS, this proposed Lond Range Regional Water Reuse Plan to maximize local water reuse to create a new, local, sustainable water supply while oFfloading PLWTP to secure acceptance of a smaller secondary equivalent treatment plant is a fiscally prudent; environmentally sound critical regional priority. NOW, THEREFORL, BE IT RESOLVFD by the Ciry Council of the City of Chula Vista. as follows: 1. The City of Chula Vista support developing a Long-Range Regional Water Reuse Plan that includes the most cost effective water reuse options, including potable reuse, within the Metro Wastewater System's service boundary. 2. The City of Chula Vista support developing a Long-Range Regional Water Reuse Plan with the goa] of realizing a smaller secondary equivalent PLWTP to avoid spending billions of dollars in ratepayer monies for an unnecessary upgrade to Resolution No.2013-192 Pase 3 Secondary Treatment, instead potentialh• funding the creation of new ��ater supplies, includin2 potable �vater reuse. 3. That 1�4etro �i'aste��ater JPA/I�4euo Commission supports developing a Long-Range Reeional V�'ater Reuse Plan to ma.�imize opportunities to create ne", local sustainable water supplies thereb�� creatine opportunities to a��oid or downsize billions of dollazs in future N�ater suppl�� projects� �. That in addition, the n4etro Wasteti�ater JPA/A4etro Commission supports pursuine judicial and/or legislative remedies for long-term acceptance of a smaller secondan� equivalent PL\��TP that continues to protect the ocean en��ironment ���hile avoiding billions of dollars in capital. financing, enere}� and operatine costs for an unnecessan� conversion of the PL�b'TP to Secondarv Treatment.
