Assistant Director of Public Works Quilantan made a presentation on the installation of new
playground equipment at Hilltop Park. She acknowledged Foresters; Alejandra Aceves,
represenling Tuming the Hcarts Center, Pastor Hatch, representing Hilltop Baptist Church;
Public Works Department and other City staff; and other community volunteers and supporters
for their assistance with the project.

recognition by the FBI as the tenth safest city of its size. He expressed concern with the level of
fundine provided by the Stare for the Public Safen� Realienment program. Councilmember Salas
and A4a��or Cox also spoke in opposition to the Public Safetv Realianment program.

PUBLIC COMMENTS
Jacqueline DeGuire, Chula Vista resident, spoke on behalf of her grandson, Eric DeGuire,
student at Heritaoe Elementar�� School, and requested the Cin� fund Eric's attendance at sixth
grade camp.
Jem� Thomas, Chula Vista resident, eYpressed concem regarding traffic safetv in the area
surroundins Stephen Ha���kina Elementarv School. He submitted ��ritten documentation
espressing his concem reearding the issue.

Luanne Hulsizer, representing the Third Avenue Village Association, announced the Village
Vibe concert and car shoti� series on Saturdays in September. She also thanked the Council for
the grant that provided for the program. She provided information about the recent Lemon
Festival.

HOSPITALITY INDUSTRY (Marketing and Communications Manager/Assistant City
Manager)
Marketing & Communications Manager Steinberger presented infonnation regarding
establishing a Tourism and Marketing District (TMD), options for its operation, and the benefits
it could provide the community. Assistant City Manager Halbert provided additional information
on the subdistricts that existed in the former TMD, as well as recommendations on operations of
a future TMD. Marketing & Communications Managcr Steinberger recommended that the

in establishine a TMD.
Lisa Cohen_ representing the Chula Vista Chamber of Commerce, spoke in support of

oH�ners in establishine a Tn4D and provide the Council ���ith a report of the results.

16. C[TY MANAGER'S REPORTS
Cit�� Manaeer Sando��al announced that a portion of Interstate 80� ��ould be dosed August 18-19
due to construction, and that the J Street trolle�� crossing would be closed August ]6-19 for
impro��ements to the Blue Line trolle�- track.
Cit�� Manager Sandoval recognized Assistant Citi: Manager Halbert for his appointment to the
Urban Land Instimte (ULI) advisory boazd.
17. MAYOR'S REPORTS
Mavor Cox announced that there would be intermittent niehttime closures of Sweenvater Road at
Interstate 80�, due to construction to ���iden the freewa}� bridee. She also congratulated the
Eastlake Little Leaeue team for its continued success in the U.S. Little League Championship.

Depun� A4ayor Bensoussan announced Chula Vista Harbor Fest scheduled for September 21.
Councilmembers Ramirez and Salas: Report on the recent mission to Irapuato sponsored
b�� the International Friendship Commission.
Councilmember Ramirez provided information on the recent trip to Irapuato. He stated he and
Councilmember Salas desired to schedule the [ntemational Friendship Commissioners to eneaee
in discussion at a future meeting of the Council. A4ayor Cos requested that the Councilmembers
«�ork ���ith staff to schedule [he item.
Councilmembers Ramirez and Salas acl:no«�ledsed the Eastlal:e Little Leaeue team for its
