MEETING CALLED TO ORDER: By Vice Chair Coleman at 4:00 p.m.
(Chair Rahimzadeh notified staff of a late arrival.)
ROLL CALL:
MEMBERS PRESENT: Commissioners Coleman, Flores, Kappes, Romo, Valen,
Vargas, and Chair Rahimzadeh
MEMBERS ABSENT: None
MOTION TO EXCUSE: Commissioner Romo excused for the May 13th meeting
STAFF PRESENT: Administrative Services Manager Beamon, Environmental
Resource Manager Reed, Environmental Services
Program Manager France, and Sr. Secretary Fields
OTHERS PRESENT:
None
APPROVAL OF MINUTES: The Minutes of May 13, 2013 were approved with a
wording correction to both Agenda Action items. The
phrase "with the addition of a Sunset Clause" was removed
from Action Item 2, and correctly added to the wording of
Action Item 1.

INFORMATION ITEMS:
Proposed State Legislation
Environmental Resource Manager Brendan Reed and Environmental Services Program
Manager Lynn France updated the board on several pending state bills related to
conservation and environmental issues.
• Revised Environmental Procurement Policy & Process
Environmental Services Program Manager Lynn France discussed the City's new office
supply contract with Office Depot. With this vendor, the City will see significant cost
saving over the previous vendor. The contract will also emphasize the use of green
products, and will include a number of other green features, which is a major priority for
the City.
Food Waste Pilot Update
Environmental Services Program Manager Lynn France distributed copies of a letter to
the City Manager requesting approval to move forward with the food waste collection
and composting pilot program. She stated that more information would be forthcoming.

• Street Light Retrofit - Phase B Update
Environmental Resource Manager Brendan Reed gave the presentation. He stated that
all 9,000 City streetlights had been changed out to LED lights. He said that going to
LEDs reduces our energy use by 40 — 50 %, and that the annual electricity savings is
about $300,000 every year. He added that the City is also beginning an Adaptive
Streetlight Control Program, which will feature 26 dimmable street light fixtures and
photometric & energy testing.

MANAGERS COMMENTS
• Gas Station Recycling Bins
Environmental Services Program Manager Lynn France gave a brief history stating
that they had tried a gas station recycling bin project before. She said that the bins
had been scavenged and trashed, and that the recyclable bottles and cans had been
taken out by people collecting them. She added that overall, recycling was
occurring, and that in general, recycling happens in a variety of ways.
Annual Activities Report
Environmental Resource Manager Brendan Reed brought the Board' -s attention to this
years new Annual Activity Report. In previous years, the form was reviewed by and
signed off by the Chair. The new form requires no signature and invites all board
members to contribute comments and /or recommendations if they choose. It was
decided that board members would e-mail their comments to the Chair, who would
compile them and then e-mail them together to the RCC Secretary to complete the form.
COMMISSIONER COMMENTS
• Update on the Bayfront Wildlife Advisory Group and the Bayfront Cultural & Design
Committee
Commissioner Coleman stated that the Cultural & Design Committee consists of 10
members and that they had held their initial meeting. He said that they went over the
process and that the group would be working in three phases: Guidelines, RFQs,
and Design Review. He added that the thrust of the group is to develop the criteria
of the design.
