The City of Chula Vista has long waited to see our bayfront developed and our hopes of seeing this plan come to fruition are high as plans have been thoroughly evaluated for years and finaliy approved. However, there are those who are doing all they can to halt the substation relocation and only look out for their own interests. They claim that they are thinking of what's best for the City, but in looking deeper into their connections, they are only thinking of what's best for their own self-interests. We have held countless community meetings and discussions about the relocation. The relocation site has been approved. Please do not let one self-interest derail the substation and bayfront development plan. Please join me in moving forward with the bayfront plan. On a logical level, we need this plan to revitalize and expand the area, while still protecting the local wildlife and environment. On a moral level, we need this plan because it was promised to us so long ago. On an economical level, we need this plan to bring countless jobs to Chula Vista. Please help our dreams become a reality sooner than later. This relocation will tremendously improve the City of Chula Vista by moving the Chula Vista Bayfront Master Plan forward. Due to the recent negative claims made by an industrial opponent,_plans of relocating the substation are at a standstill. We must not listen to the interests of one and look at what will benefit the community as a whole. At this moment, relocating the substation is what the community needs for the Bayfront Master Plan to move forward. The relocation of the South Bay substation will allow the Chula Vista Bayfront Master Plan to move fonnrard. Years of planning, community meetings and negations have gone into the Master Plan, and frankly, it is what is best for the city. Let's not waste anymore time. Our bayfront needs development, now. Every person of our community has had the opportunity to voice our thoughts, opinions and concerns about the project for the last 5 years or so. To now hear that there is a local company with self-serving interests trying to stop all of the progress we've made, greatly concerns me. People of Chula Vista believe that it will be beneficial for Chula Vista to relocate the substation. We have gone over the reasons and I will reiterete them here: • It will restore and enhance views in the area by moving it 300 yards south. • It is fully consistent with the Coastal Act and the Bayfront Master Plan. • It will replace the obsolete facility with rtate-of-the-art technology to help the region meet its growing energy demands. • It is the best case scenario for Chula Vistans to address energy needs while also moving our bayfront FORWARD. Together, with your support, we can take the step forvvard with executing the plans to build the bayfront and bettering our city. The community of Chula Vista urges you to support the relocation of the substation and the continued progress of the Chula Vista Bayfront. As a fellow Chula Vistan, I want to see the Chula Vista Bayfront Master Plan come to fruition in a timely manner. However, new arguments from opponents now jeopardizes the relocation we all support.We must not lose sight of the fact that this relocation will benefit all Chula Vistans with new park area, much less overhead transmission line strudures and a new substation tucked into an industrial zone which will provide us the electric system reliability needed for the growth and development that the Bayfront Master Plan promises. The substation relocation project is a iong-time goal of all of our planning efforts. it was arrived at and supported by a broad group of stakeholders. Unions, businesses, environmentalists, and govemment spent many years working together developing the Bayfront land use plan that was flnally approved. Building the relocated substation is necessary. It wiil provided needed reliability of electricity. Now that the South Bay Power Plant has been demolished, we should relocate the substation and move forward with developing the bayfront and the concomitant community benefits we envisioned-- high quality jobs, more protection for wildlife and better public access. We appreciate Councilmember Salas' committment to openness and transparency and support taking action to protect working families. If there are ways for the City to improve practices and policies to benefit the undergrounding program and Rule 20A undergrounding within the City, those avenues should be analyzed and pursued. It is good for workers and good for ratepayers. That being said, the substation relocation has been approved and we should move forward with the plans to meet our growing energy demands and develop the world class bayfront development we have all worked so hard toward. It includes the International Gateway to Chula Vista Palomar Avenue off interstate 5 and Olympic-Orange Avenue off 805. The community of Southwest Chula Vista is once again striving against social and environmental injustice. Parents work hard to protect their children and extended families. Southwest Chula Vistans all work hard to deal with the economic, educational and health related challenges. Business owners and their workers struggle and fight an uphill battle to protect their livelihood. We are tired of being ignored and treated as staristics. The proposed towers are too high and moving them to our bayfront will overrun the natural environment, destroy the character of the bay and diverse wildlife of the pacific flyway. Haven't you notice that more and more species of birds have declining populations. We must stop the threats and destruction of their environment. We should be guided by the critical honesty and ethics of Hippocrates, the founder of inedicine as a profession. His oath concludes with a mandate to recognize that "above all" medicine highest value is to "do no harm". In this instance Southwest Chula Vista community this oath translates in the recognition of their California Public Utilities Commission and the Chula Vista city council doing the right thing and no further harm to our southwest bayfront Your acts should not diminish the southwest, but leave it greater, better and more beautiful than it was given to us.
