The Chula Vista Fire Department deli��ers high quality.Basic Life Support (BLS) and Advanced
Life Support (ALS) sen�ices to residents, ��isitors, and emplo��ees e��ery day. A vital component
of these services relies on the resuscitative equipment that is carried on all appazatus. Such
essential equipment indudes cardiac defibrillators, AutoPulse devices, and suction units. The
industry standard for the semice life of this equipment is five yeazs.
The Fire Department is requesting authorization to continue sole sourcing ���ith Zoll Medical
Corporation over the next fi��e yeazs to maintain standardization, safet}�, training, and operator
proficiency «�ith its medical resuscitati��e equipment inventorv.
Additionall��; the Fire Department appropriated funds to replace six AutoPulses, each AutoPulse
is priced at $11.9�7. The Fire Department is requestine to transfer $28,6» from the ser��ices
and supplies category to the capital categon� because currentiv there is only $�3;088 in the
capital category and �71,743 is needed to purchase all of the AutoPulses.
ENVIRONAZENTAL REVIE�i' I
The Environmental Review Coordinator has re��iewed the proposed acti��it}� for compliance with
the Califomia En��ironmental Qualitv Act [CEQA] and has determined that the activitv is not a

"Projecr' as defined under Section 1�.i78 of the State CEQA Guidelines because it does not
involve a physical change to the environment therefore, pursuant to Section 15060[c][3] of the
State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is
necessarv.

DISCUSSION -
Sole Source
The Fire Department is recommending authorization to maintain its sole source purchasing
ability with Zoll Medical Corporation throughout the performance life of this life saving
equipment (Five years from the time of purchase) for several critical reasons:
(1) Equipment Standazdization: Providing the same type of emergency life-saving devices
on all apparatus is crucial in order to provide a standazd approach to training all personneL This
ensures that all firefighters can operate this equipment at a competent ]evel while under duress to
the life-threatening nature these devices are used.
(2) Parts Compatibilit}�: ln order to ensure The Fire Department and the manufacturers of these
life-saving devices comply with FDA regulations EMT's and Pazamedics cannot use one
manufacturer's AED N�ith another manufacturer's defibrillation pads, electrodes, capnography
sensors, etc.
(3) Operational Efficie�cy: The Fire Department works with American Medical Response
(AMR) on emergency medical calls. AMR also uses Zoll products for defibrillating patients
during cardiac arrest situations. Using the same equipment allows both agencies to operate each
other's equipment. It also allows fire crews to re-stock disposable items from AMR in order to
keep these resources in-sen�ice immediately after a call is finished. Most imporlantly, it provides
better patient care. If each responder did not use the same equipment, or if the Fire Department
carried multiple brands of these devices - an interruption in patient care would take place. This
is because firefighters would have to remove one type of defibrillator, and apply another
manufacturers device (including disposable items). This scenario and the inefficient delays it
would cause would have a direct impact on the survivabiliYy of our patients.
(4) Technical Support: Carrying one specific make and model of AED and AutoPulse provides
efficient servicing and maintenance of this equipment. It also allows the manufacturer to provide
`9oaner" units to tbe Fire Department when its resuscitative equipment is receiving warranty or
otber maintenance needs that require them to be shipped back to the manufacturer.

The current aee of the man�� of the Fire Department`s Defibrillators and AutoPulse devices ha��e
reached the fi��e and a half yeaz mazk. The department currentiv has these devices on all front
line appazatus. Together, the AutoPulse and Defibrillator comprise the "standazd of care", and
aze considered the comprehensive cardiac resuscitati��e packaee. O��er the course of this next
yeaz; the Fire Department ��ill need to beein replacine the aeed inventory of its medical
resuscitative equipment. Maintaining the sole source with Zoll Medical Corporation �;�ill allo���
the abilit�� to maintain the standazd of care to the public.
CateEOn• Traosfer:
The Fire Department is replacing sis of its eleven AutoPulse units that are beyond their useful
performance life. The Fire Department needs a total of �71.743 for this acquisition; ho«�evec
currently there is onl}° S43,088 a��ailable in the capital categon. The Fire Department is
requesting authorization to transfer $28,6» from the sen�ices and supplies cateeory to the capital
catesorv to enable this purchase.
AutoPulse Devices:
Sudden cazdiac arrest is the abrupt loss of heart function. If untreated, it leads to death within
minutes. Each year in the United States, over 2�0;000 people die from out of hospital sudden
cazdiac arrest. In the Cirv of Chula Vista; there aze approximatel�� 170 cazdiac arrests each }�ear.
Since the inception of the AutoPulse five ��ears ago; the percentaee of patients ���ho experienced a
Retum Of Spontaneous Circulation (ROSC) increased from 12% to 43%.
The most critical survival aspect of cazdiac arrest is the ability to deliveL continuous;
uninterrupted, hieh qualin- cardiac compressions (CPR). To overcome the limitations of manual
CPR, EMT"s and paramedics need a more effective tool to pro�ide ]00-110% of blood flow to
the heart and brain for patients of all sizes, ���ithout fatioue. B�� deliverine automated;
computerized chest compressions throushout treatment, a better effort of circulating ox}�gen and
medications to the heart and brain can be achieved.
A4ost unportantiv, the AutoPulse maintains circulation throughout treatment; induding during
transport to the hospitaL Survival rates increase from �% to 33-37% usine the AutoPulse. The
ROSC has impro��ed in manv areas to as high as 74%. An important safen� benefit to firefighters
is that thev can «�ear their seat belt in the back of the ambulance ���hile performing CPR.
Staff is recommendins council authorization to maintain its sole source «�ith Zoll Medical
Corporation and the fund transfer of 528:6» from its Services & Supply categon� to its Capital
cateeorv.
DECISION MAKER CONFLICT
Staff has re��ie���ed the decision contemplated by this action and has determined that it is not site
specific and consequently the �00-foot rule found in Califomia Code of Regulations section
18704.2(a)(1) is not applicable to this decision.

The Fire Department uses Zoll Medical AED's and AutoPulses exclusively. This "sole
sourcing" is done for several critical reasons:
1. Equipment Standardization: Providing the same type of emergency life-saving
devices on our apparatus is crucial in order to provide a standard approach to
training all personnel. This ensures that our personnel can operate this
equipment at a competent level while under duress to the life-threatening nature
these devices are used.
2. Safety: This piggy-backs to the above statement. In addition, the department
and the manufacturers of these life-saving devices have to comply with FDA
regulations. For example, we cannot use one manufacturer's AED with another
manufacturer's defibrillation pads, electrodes, capnography sensors, etc.
3. Operational Efficiency: The CVFD also works hand in hand with American
Medical Response (AMR) on emergency medical calls. AMR also uses Zoll
products for defibrillating patients during cardiac arrest situations. Using the
same equipment allows both agencies to use each others equipment. It also
allows us to receive disposable re-stock items from AMR in order to keep our
resources in-service immediately after a call is finished. Most importantly, it
