RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CHULA VISTA RECOMMENDING THE
CITY COUNCIL ADOPT NEGATIVE DECLARATION (IS-
12 -006) AND THE HOUSING ELEMENT UPDATE OF THE
GENERAL PLAN FOR THE 2013 -2020 PLANNING PERIOD
WHEREAS, the California State Legislature has identified the attainment of a decent
home and suitable living environment for every Californian as the State's major housing goal;
and,
WHEREAS, pursuant to Article 10.6 of the Government Code (Article 10.6),Chula Vista
is required to prepare a Housing Element of the General Plan that covers the period of January 1,
2013 through December 31, 2020; and,
WHEREAS, the City of Chula Vista has prepared a draft Housing Element update for
the 2013 -2020 planning period that meets the requirements of State law; and
WHEREAS, consistent with the requirements of Article 10.6, Chula Vista has made the
Draft 2013 -2020 Housing Element available to the public for review and comment for a 30 -day
period and submitted it to the State Department of Housing and Community Development
(HCD) for their review, as required by Article 10.6; and
WHEREAS, State HCD provided guidance to the City of Chula Vista to the draft
Housing Element that would bring the draft Housing Element into compliance with Article 10.6;
and
WHEREAS, Chula Vista has revised the Housing Element, in consultation with State
HCD to substantially comply with Article 10.6; and
WHEREAS, the Development Services Director has reviewed the proposed project for
compliance with the California Environmental Quality Act (CEQA), has determined that there is
no substantial evidence, in light of the whole record before the City of Chula Vista, that the
project may have a significant effect on the environment, and has prepared Negative Declaration,
IS -12 -006; and
WHEREAS, the Planning Commission set the time and place for a hearing on said
amendment and notice of said hearing, together with its purpose, was given by its publication in
a newspaper of general circulation in the City at least ten days prior to the hearing; and,
WHEREAS, the hearing was held at the time and place as advertised, namely March 27,
2013, at 6:00 p.m. in the Council Chambers, 276 Fourth Avenue, before the Planning
Commission and said hearing was thereafter closed; and,

WHEREAS, the Planning Commission considered all testimony, documents and
evidence submitted in this matter.
NOW, THEREFORE, BE IT RESOLVED that based upon all the testimony and
evidence submitted in this matter the Planning Commission of the City of Chula Vista
recommends that the City Council adopt:
1) A Negative Declaration (IS -05 -006) associated with the Housing Element Update for
the 2013 -2020 planning period ; and
2) The Housing Element Update of the General Plan for the 2013 -2020 planning period
as presented, reviewed, and found in compliance with State Housing Element law
(Article 10.6 of the Government Code) and all statutory requirements by the
California Department of Housing and Community Development.
BE IT FURTHER RESOLVED BY THE PLANNING COMMISSION OF THE
CITY OF CHULA VISTA THAT a copy of this resolution be transmitted to the City Council.
PASSED AND APPROVED BY THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA, this 27th day of March, 2013, by the following vote, to -wit:
