award program. Nancy Lemke, representing the Friends of the Chula Vista Library, expressed
appreciation for the grant award. Zaneta Encamacion, representing the San Diego Foundation,
provided additional information on local grantees and the Poundation's programs.

Claudia Valenzuela, representing San Diego Gas & Electric (SDG&E), presented SDG&E's
summer outlook, rate changes, and energy issues in the San Diego region.

Councilmember Ramirez stated that although the library referenced in Item 5 was in close
proximity to property he oN�ns. the City Attorney's office reviewed the maUer and determined no
conflict of interest existed. Item 8 was removed from the Consent Calendar at the request of

Senior Planner Tapia presented the Palomar Gateway Specific Plan report. He pro��ided
information on the public outreach and pariieipation, the plan's consistency with the Cit}�'s
general plan, and a review of the una��oidable impacts of the project.
Mayor Cox opened the public hearing.
Mayor Co� announced she had received ]0 written statements in support of staffs
recommendation.

impact report.
David Danciu, Chula Vista resident, stated l�e generally supported staFf's recommendation but he
ezpressed concem regarding the environmental impact report.
John Moot; Chula Vista resident, representing lnland Industries, gave a presentation on his
concern regarding the proposed power substation and aboveground power lines in the bay front
area.
Paul Magnotto, Chula Vista resident, submitted written documentation in support of stafPs
recommendation but was not present to speak.
There bein� no further members of the public N�ho ��ished to speak, Mayor Cox dosed the public
hearing.
At 4:47 p.m., Councilmember Ramirez left the room due to a potential property-related conflict
of interest.
In response to statements made regarding the enviroiunental impact report, De��elopment
Planning Manager Ladiana provided the scope of the report and stated that it was less than two
years old.
Principal Civil Engineer Rivera provided inforn�ation on SANDAG's proposed improvements to
the City's trolle}� stations.

12. CITY MANAGER'S REPORTS
City Manager Sandoval announced that Finance Director Kachadoorian was recoanized for
eaemplary finance reporting by Government Finance Officers Association. He also announced
that the Bayfront plan ���as awarded top honors by the American Planning Association.
13. MAYOR'S REPORTS
Mayor Cox announced the upcoming August 9 reopening of Hilltop Park with new playground
equipment provided by Kaboom!
She also stated that 1-805 would be closed on August 18, 2013, due to the demolition of the
freewa}' overpass at Palomar Street.
14. COUNCILMEMBERS' COMMENTS
Deputy Mayor Bensoussan stated more than 200 people volunteered to install the Kaboom!
playground equipment at Hilltop Park. She also announced the upcoming Harbor Fest on
September 21, 2013.
Councilmember Ramirez expressed concem regarding issues related to the homeless population
in the City. City Attorney Googins stated that a repori would be delivered to Council within
severa] weeks to provide information on the actions that had been laken and options for
additional action to address the issues.
Councilmember Salas expressed appreciation for stafPs work to address issues related to the
homeless population.
A. Councilmembers Ramirez and Salas: Report on the recent mission to Irapuato sponsored
by the International Friendship Commission.

B. Councilmember Aguilar. Consideration of adoption of the following resolution.
ACTION: Councilmember Aguilar moved to adopt Resolution No. 2013-162 and direct the
City Clerk to forward the finalized resolution to local congressional delegates;
heading read, text waived. Councihnember Ramirez seconded the motion, and it
carried 5-0.

the Cit�� and the Port of San Dieea �
